Description
The National Marine Mammal Laboratory (NMML), Alaska Fisheries Science Center (AFSC) conducts research on Stellar sea lions, a species listed as threatened (eastern stock) and endangered (western stock) under the U. S. Endangered Species Act. Steller sea lions range across the North Pacific Ocean rim from Japan to central California. Biologists from NMML conduct research on this species throughout its range and commonly conduct research with Russian, Japanese, and Canadian researchers on projects jointly funded by ecology, physiology, genetics, behavior, and a host of other topics aimed at determining the cause of recent and on-going population declines and ways to enhance recovery. NMML has a requirement for a Contractor to review and evaluate Russian data on fishery management practices in the Russian Far East and their possible impact on Steller sea lion population dynamics. The work includes the collection of new data, the analysis of existing and new data, the preparation of manuscripts, and field work in the Kuril Islands and Kamchatka. The contractor must have a relationship with the Russian Government that permits them to collect and analyze historical and current fishery management practices in the Russian Far East. The contractor must be fluent in spoken and written Russian, and have experience working in Russia and with Russian official(s) on issues dealing with marine mammals in the Russian Far East for minimum of ten years. The Government anticipates award of a fixed price contract for a base period of one year, with two (2) one-year option periods. The period of performance will begin on date of contract award. ESTIMATED contract award date is May 1, 2005. A Request for Proposal (RFP) solicitation will be available on or about February 28, 2005, through the Government?s website at http://www.fedbizopps.gov/. The ESTIMATED response due date is March 28, 2005.
