Description
SOURCES SOUGHT SYNOPSIS ONLY! The Drug Enforcement Administration, Office of Investigative Technology, is seeking sources and information for potential procurement of covert digital A/V recorders. The recorder can be Commercial-off-the-shelf (COTS) with modifications, or may be an entirely proprietary design. The recorder would be expected to have the following characterices. Audio input will be lime level audio. The stereo microphones will be very sensitive high-gain condenser microphones. A black & white video button camera will be minimally: a 3.6mm lenss, 600 lines of resolution, 90 degree FOV, 1/3" CCD, and .0003 lux; and a color video button camera will be minimally: 3.6mm lens, 380 lines of resolution, 78 degree FOV, and 1.0 lux auto electronic shutter and white balance DSP color 1/4" CCD sensor. Both cameras will be powered by between 9-12V battery power. Matching buttons will be included with the kits. Video input will be NTSC. Video storage format will be MPEG-2 with resolution preferably 30 FPS. The recorder might have compression capabilities affecting record length and A/V quality. The recorder should be lightweight, rugged, and compact for possible body worn and concealment applications. All audio, video, and power connections will preferably be a locking-type mechanism. Recorder will have file transfer capability to a PC or a similar device via USB connection. Download software will be included if necessary, easy to use, and compatible with standard commercial audio or video file formats. Download software will preferably be COTS. Recorder may present the following capabilities: HOLD switch, AV Out jack, Audio Line Out, Video Out, PLAYBACK button, and Headphone jack, Submittals: Respondents are invited to provide information NLT 31 January 2005 in the form of product brochures, press releases, technical specification sheets, independent assesment results, reprints of trade journal articles, etc, although electronic media are preferred (CD, diskette, or internet link). Submissions should include complete data sheets, petinent company information, including contact person, phone number, fax number and e-mail address. Product samples provided to the Government will be returned to the contractor at no cost to the contractor. This notice is not a commitment by the Drug Enforcement Administration to procure subject equipment. The Government is only seeking information and possible sources for future needs, if and when they arise. No solicitation document exist at this time. The Government does not intend to award a contract on the basis of this request for information or otherwise pay fo the information solicited.
