- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. SOLICITATION W9127S-05-T-0020 is being issued as a Request for Quotation (RFQ) by the Little Rock District Corps of Engineers. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The NAICS code for this solicitation is 423710 and the Small Business Size Standard is 100 employees and is Set-Aside for Small Business only. Quotations are due on February 7, 2005 at 4:00 p. m. Central Time. All documents required for the offer submittal can be mailed to Little Rock District Corps of Engineers Contracting Division (Room 7126) 700 West Capitol Avenue Little Rock Arkansas 72201 or faxed to 501-324-5196. All offers shall be sub mitted as a firm fixed price. Quotations are sought for the following Contract Line Item (CLIN): CLIN 0001 CDX-09 Lock Installation Manufacturer (Kaba Mas) Part Number 511-037 (Purchase of locks will be Brand Name Only and No Substitutes will be accepted )meet the requirements of Federal Specifications FF-L-2890 and in accordance with the Scope of Work and Drawings, located at the Flight Simulator Facility, Little Rock Air Force Base, Arkansas. All contractors must be CCR Registered. SCOPE OF WORK CDX-09 Lock Installation, C130J Flight Simulator Facility Little Rock Air Force Base 10 January 2004 Statement of Change: X-08 to CDX-09 Lock Replacement, Statement of Work, C130J Flight Simulator Facility, Little Rock Air Force Base. a. General: The Contractor shall furnish all locks, hardware, material, equipment, services, labor and all associated costs for the installation identified. The work location is at Little Rock Air Force Base, C130J Flight Simulator building. The Contractor shall vis it the site to determine the extent of the installation and coordinate with the Contracting Officer to schedule and accomplish this work. Work shall be performed during 8-5, M-F, less holidays. The Contractor shall exercise care to prevent damage to th e existing building components. Any damage shall be repaired to the original condition at no additional costs to the Government. Existing X-08 locks and all hardware are to be given to the Contracting Officer when removed. The CDX-09 installation will b e performed by a qualified installer. The Contractor shall clean up any debris resulting from construction activities after each work shift. It is the Contractors responsibility to insure that any subcontractors meet requirements in the SOW and those o f LRAFB. All work shall be conducted in accordance with EM 385-1-1, Safety and Health Requirements Manual. b. Schedule: This contract involves the security provisions for the flight simulator building. All work shall be completed in a timely manner based on a schedule agreed upon with the contracting officer. No door shall be left without a functioning lock overnight or during periods required by the user. All work to be completed within 30 days of contract award. c. Points of Contact: The technical point of contact is Mr. Karl Serbousek (501-324-5595 x 1434). The construction point of contact is Mr. Dan Clemans (501-988-4153 x101). d. Permits: The Contractor shall obtain all permits for performing this work at Little Rock Air Force Base. e. Submittals: The contractor shall submit a work plan and timetable detailing what jobs and steps will be preformed. All parts and material shall be included in the plan. A submittal for all door hardware installed as part of this contract shall be su pplied. f. Access to Little Rock Air Force Base: The Contractor shall obtain necessary security passes for access to Little Rock Air Force Base. During heightened security conditions the Contractor will not be allowed access to Little Rock Air Force Base. g. Detailed Requirements: (1) Existing X-08 locks and hardware shall be replaced with CDX-09 locks and hardware. The CDX-09 locks are supplied by Kaba Mas, part number 511-037. The part number includes the lock and panic bar hardware. Please note the attached information (1 pag e) regarding the CDX-09 lock and equipment from the manufacturer, Kaba Mas. (2) Door 130A (between corridors 157 and 130), door 227 (between corridors 227 and 249), and door 241 (to room 241) all have existing X-08 locks and hardware. These shall be exchanged with new CDX-09 locks, panic bar, and equipment. It is the contractor s responsibility to insure that the CDX-09 and all associated hardware are installed and function properly. See attached (2 pages) for locations. (3) The double doors 130A and 227 (between corridors 157 and 130, and between corridors 227 and 249) have only one lock per pair of doors. In addition to the C-08 replacement in part g.(1), the paired door currently lacking a lock shall have a lock and ha rdware installed. This will be an additional CDX-09 lock and door hardware. Installation of this lock and hardware shall mirror the existing lock equipment on the other door of the pair. It is the contractors responsibility to insure that the CDX-09 an d all associated hardware function properly. See attached (2 pages) for locations. (4) Electronic locks can easily be damaged if mishandled. Therefore, therefore it is recommended that the CDX-09 locks remain in packaging until ready to install by the locksmith.
