- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to award a sole source contract to Northrop Grumman Ship Systems, Inc. (NGSS), 1000 Access Road, Pascagoula, MS 38567, for advance procurement of long lead material, systems engineering, and planning for the LHA(R) Flight 0 Amphibious Assault Ship. The LHA(R) Flight 0 Amphibious Assault Ship is the replacement for the aged LHA 1 Class Amphibious Assault Ships. The work will include procurement of long lead-time material components and their associated logistics support, systems engineering, and planning. Options will be included for engineering/detail design for the LHA(R) Flight 0 ship and for special studies to develop/refine the requirements for all ships of the LHA(R) Program. The special studies will focus on total ship designs integration, hull systems engineering, essential mission systems, total ship survivability, C4ISR and Warfare systems, total ownership cost reductions, producibility and production assessments, environmen! tal compliance, and human systems integration. The basic contract will include effort for Fiscal Year (FY) 2005 with options for additional effort in FY 2006. Annual options for special studies for FY 2005 through FY 2009 will be included. It is planned that the requirements for Detail Design and Construction of the LHA(R) Flight 0 ship will be procured by separate contract action in FY 2007. The LHA(R) will be a modified variant of the LHD 1 Class Amphibious Assault Ships. The requirements for LHA(R) will require detailed knowledge and familiarity with critical technical details, design, configuration, and performance characteristics of the LHD 1 Class. NGSS has designed and constructed all LHA and LHD Class Amphibious Assault Ships, including LHD 8, which is currently under construction. As the sole designer and shipbuilder for these ship types, only NGSS possesses the requisite knowledge and experience to satisfactorily perform the requirements without considerable! Government intervention and assistance. Therefore, NGSS is deemed the only responsible source and no other supplies or services will satisfy the Government?s requirements.
