Description
This is a combined synopsis/solicitation for commercial items, per FAR 13.5 utilizing the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes solicitation N63394-05-T-0040. A written solicitation will not be issued. N63394-05-T-0040 is issued as a Request for Quote on a sole source basis to Lockheed Martin, Technology Services Group, Cherry Hill, NJ. The North American Industry Classification System (NAICS) is 541330 and the size standard is $23Million. The contract type is Firm-Fixed-Price. The following items and quantities are required: CLIN 0001 Description Quantity/Unit of Issue Provide engineering, technical 1 Lot and material management support required to clean and preserve, and resurface four(each) AN/SPY-1A, B or D antenna arrays in accordance with the Performance Work Statement. Including the following: Labor Category/Labor Hours Senior Engineer 40 Field Engineer (East Coast) 930 Field Engineer (West Coast) 620 Logistics Planner 40 Administrator 40 Admin Assistant 267 Total Labor Hours 1937 Performance Work Statement as follows: AN/SPY Array Resurfacing 1.DEFINITIONS/ACRONYMS: ARO = After Receipt of Order CRES = Corrosion Resistant Steel . DFT = Dry Film Thickness GFM = Government Furnished Material HAP = Hazardous Air Pollutant IAW = In Accordance With MSDS = Material Safety Data Sheet NA VSEA= Naval Sea Systems Command NSN= National Stock Number OSHA = Occupational Safety and Health Administration PWS = Performance Work Statement QA = Quality Assurance RTV = Room Temperature Vulcanizing VOC = Volatile Organic Content SSPC = The Society for Protective Coatings 2. SCOPE: 2.1. The contractor shall provide the engineering, technical, and material management support required to clean and preserve, and resurface, four, (4) AN/SPY-lA, B or D antenna arrays. 3.APPLICABLE DOCUMENTS: 3.1. AEGIS ANTENNA GROUP for AN/SPY-lA/B/D SPY Array Flange A286 Insert Procedure, SW279-DZ-PRO-O1O. . . 3.2. AEGIS ANTENNA GROUP for AN/SPY-1B/D SPY Array Resurfacing Procedure, SW279-DZ-PRO-020/SPY -1B/D. 3.3. AEGIS ANTENNA GROUP for AN/SPY-1B/D SPY Array Resurfacing Procedure, SW279-DZ-PRO-030/SPY-1A. . 3.4. AEGIS ANTENNA GROUP for AN/SPY-IBID, Spy Array Padeye Removal Procedure, SW279-DZ-PRO-090. 3.5. NAVSEA, Work Item Template, Industrial Support Provide, 993-31-001. 3.6. Steel Structures Painting Council, Vol. 2, Systems and Specifications, (SSPC P A-2). . 4. TECHNICAL REQUIREMENTS: The Contractor shall provide the engineering, technical and material management support services, to clean, preserve, remove and replace RTV 157 Silicone rubber coating system, remove Hoisting Padeyes, and install the A-286 solid body inserts to four (4) Ea. AN/SPY-1 Array Antennas to the USS VELLA GULF CG-72, using, reference documents 3.1 through 3.6 as guidance, listed in section 3.0 of this PWS. . 4.1. Ensure that all personnel performing this task obtain and maintain a security clearances level of SECRET and that confirmation copies have been provided to NA VSEA PHD Code A67, and all facilities, Shipyards and Naval Station Security Departments as required. Due 15 working days ARO. 4.2. Ensure that all personnel performing on this task have current Certification of Training IA W OSHA Regulations, (Standards - 29 CFR 1910.120 Hazardous Waste Operations Emergency Response requirements, of Para (q)(6)(iii), Hazardous materials technician. (website for OSHA is www.osha.gov) and that confirmation copies have been provided to NA VSEA PHD, Code A67, due 15 working days ARO. . 4.3. Ensure that the contractors on-site Team Leader for this task has current Certification of Training that meets at a minimum of National Association of Corrosion Engineers, (NACE), Coating Inspector-Program (CIP) Level (1) and or equivalent, requirements and that confirmation copies have been provided to NAVSEA PHD, Code A67, due 15 working days ARO. 4.4. Provide NAVSEA PHD, Code A67, an inventory of the existing on the shelf chemicals, materials, equipment and spray rig spare parts available and a list of all materials to be procured for the successful completion of this task. Due 10 working days ARO. 4.5. Provide the Government with copies of the USS VELLA GULF CG-72, SPY-1 Array Antenna refurbishment procedure Hold Point Check-off sheets, signed by the contractors Team Lead and confirmed by the on-site Government Q/ A Rep. with daily logs, including lessons learned and recommended procedure redline mark-ups, IAW reference documents listed in section 3.0 of this PWS. Due within 10 days of task completion. 4.6. Attend a Pre-Job conference with the Government and/or NA VSEA PHD, representative 10 working days prior to commencing work on this task for the purpose of final discussion, questions or comments regarding reference documents listed in section 3.0 of this PWS. 4.7. The. contractor shall provide all materials, required for the resurfacing of four, (4) SPY-I, Antenna array faces, using Reference Document 3.2 and or 3.3, listed in section 3.0 for guidance. 4.7.1 The contractor shall conduct all inspections & provide all reports required for maintaining a Hazardous Waste Accumulation Area (HWAA), IA Wall Local, State & Federal rules & regulations. . 4.7.2 Provide materials in minimum quantities practicable for accomplishing the task and shall be responsible for handling and storage of the materials during the period of performance. Handling and storage of materials by the contractor shall conform to all current Local, State and Federal environmental Laws and regulations. 4.7.3 The contractor shall conform to all applicable Local, State and Federal Personnel Safety regulations, and requirements listed in reference documents Section 3.0 of this PWS. 4.7.4 Provide materials required for the replacement of cracked/broken array feedhorn windows, with the exception of the windows themselves (Waveguide Seal, NSN 5985-01-274-6477), which are GFM.' 4.8. Provide the Government with copies of the MSDS and VOC certification sheets for each product used to accomplish this task. VOC certification sheets shall match the Manufacture and Batch number of the individual product. Due 10 working days ARO. 4.9. Be responsible for the masking/protection of the array surfaces, and equipment, from 12 inches outboard of the array flange surrounding the arrays from, coating over spray and the impact of chemical strippers/solvents used in the performance of this task. 4.10 Remove deteriorated RTV silicone coating, clean and preserve array face substrate and apply primer and new RTV 157 Silicone protective coating to four (4) EA., SPY-1 arrays, in accordance with reference document 3.2 and or 3.3 of this PWS. 4.11 Remove four, (4) EA., hoisting padeyes and fasteners from each Array face, clean and preserve aluminum substrate, fastener threaded areas, install aluminum plug bolts with Tef-Gel in removed hoisting padeye fastener threaded holes using reference documents 3.4, listed in Section 3.0 of this PWS. 4.12 Remove RTV Silicone and 1;4 x 28 Array cover bolts, 12 each per array face, at the array flange perimeter, clean and preserve aluminum substrate in the area of removed array cover bolts, drill, tap and install, new 12 Ea. per array face, A286 CRES solid body inserts using reference document 3.1 listed in section 3.0 of this PWS as guidance. 4.13 The contractor shall provide a final inventory report listing chemicals, materials consumed, with applicable cost data, with recommendations for replacement chemicals, materials, equipment and spray rig spare parts required for future resurfacing tasks. Due 10 days from task completion. 4.14 The Contractor shall provide all chemicals, consumable materials and equipment and spray rig spare parts required for resurfacing a complete ship set of (4) EA., SPY Array antennas and place on the shelf to have ready at each East or West Coast facility. 4.15 The completed coating system shall be smooth, even and uniform in appearance, with no pinholes, blisters, or sags, IA W, reference document 3.2, and or 3.3. 4.15.1 After completion of the coating application, Dry Film Thickness (DFT) measurements taken by the Government Representative shall confirm that RTV was applied at an average of 15 mils, plus or minus 5 mils. 4.15.2 Overall (DFT) measurement readings taken by the on-site Government representative shall be IA W SSPC-PA-2, reference document 3.6. 4.15.3 The Contractor shall remove all masking materials, masking adhesive residue, deposit waste, and excess/unused materials, in designated containers. 5.SPECIAL CONSIDERATIONS: 5.1. The access to the arrays for surface preparation and coating application, shall be by, scaffolding, fully enclosed (encapsulated) with shrink-wrap (or equivalent) material, and have positive forced air ventilation IAW reference document 3.6. 5.2. Government shall be responsible for crane, rigging and forklift services. 5.3. Final disposal of hazardous materials/waste will be the responsibility of the Government. 6.GOVERNMENT FURNISHED ATERIALS: 6.1 All applicable Reference documents listed in section 3.0 of this PWS. 6.2 The on-site NSWCPHD representative, or' his/her designated government agent, shall provide the feedhorn windows, target cover gaskets, and target cover screws to the on-site contractor personnel as consumable items required for task completion. 6.3 Hardware for the installation of the array cover A-286 solid body inserts and the hoisting padeye fastener hole plug bolts. ' 7. LIST OF DELIVERABLES/SCHEDULE OF ELIVERY: 7.1 Provide to NAVSEA PHD Code A67, confirmation copies of current security Clearances of contractor personnel working on this task. Due 10 working days ARO. 7.2 Provide to NAVSEA PHD Code A67, confirmation copies of current Certification of Training that meets at a minimum of the Technician Level of OSHA 29 CFR 1910.120, Hazardous Waste Operations Emergency Response requirements. Due 15 working days ARO. . 7.3 Provide to NAVSEA PHD Code A67, confirmation copies of the contractors onsite Team Leaders current Certification of-Training that meets at a minimum of National Association of Engineers, (NACE), Coating Inspector Program (CIP) Level (1) and or equivalent, requirements and that confirmation copies have been provided to NAVSEA PHD, Code A67, due 15 working days ARO. 7.4 Provide NAVSEA PHD Code A67 an inventory of the existing on the shelf Chemicals, Material, Equipment and Spray rig spare parts and a list of materials to be procured for the successful completion of this task. Due 10 working days ARO. 7.5 Provide the Government with copies of the resurfaced ship, SPY-l Array Antenna Refurbishment Hold Point Check-off Sheets signed by the Contractors on-site Team Leader at task completion, with daily logs, including lessons learned and recommended procedure redline mark-ups, IA W reference documents listed in section 3.0 of this PWS. Due within 10 days of task completion.' 7.6 Provide copies of individual product MSDSs and VOC certification sheets from the product manufacturer and that the Batch number listed on the VOC Certification sheet is the same as the product received. Due 10 working days ARO. 7.7 The contractor shall provide a final inventory report listing chemicals, and materials consumed, with applicable cost data, with recommendations for replacement materials, equipment and spray rig spare parts required for future Array resurfacing tasks. Due within 10 days of task completion. 7.7.1 The Contractor shall provide all chemicals, consumable materials and spray rig spare parts required to resurface a complete ship set of (4) EA., SPY Array antennas and place on the shelf to have ready at each contractors facility as required. 8. PERIOD OF PERFORMANCE: 8.1 ARO through 30 September 2005. 8.2 On site refurbishment is tentatively scheduled from 30 January through 30 March 2005. 9. PLACE OF PERFORMANCE: 9.1 Norfolk, VA. 10 INSPECTION AND ACCEPTANCE: 10.1 Inspection and acceptance of the resurfaced SPY-1D Array Antennas faces, shall be confirmed by the on-site NA VSEA PHD representative, or hislher assigned government agent. 11. SPECIAL PACKAGING AND SHIPPING INSTRUCTIONSIMARKINGS: 11.1 Stenciling IAW 3.1 section 3-15. 12. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 and 27 Published 1 January 2005, effective through 1 January 2005. The offeror must provide the information contained in 52.212-1 instruction to Offeror-Commercial Items, 252.212-7000 Offeror Representative and Certification-Commercial Items and must include a completed of 52.212-3 Alternate 1 Offeror Representatives and Certifications and 252.225-7000 Buy American Act-Balance of Payments Program Certificate with their offer. 52.212-2 Evaluation - Commercial Items, (a) The Government will award a firm-fixed-price contract resulting from this solicitation on a sole source basis to Lockheed Martin, Cherry Hill, NJ. Offerors are to include a completed copy of the provision at 52.213-3, Offeror Representations and Certifications- Commercial Items, with its offer.
