- DESC: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO ADVANCED VEHICLE SYSTEMS, 11710 PLAZA AMERICA DRIVE, SUITE 2000, RESTON, VIRGINIA 20190 to provide the following items UNDER AUTHORITY OF FAR 6.302. Advanced Vehicle Systems, 11710 Plaza America Drive, Suite 2000, Reston, Virginia 20190, $326,000.00. Description: CLIN 0001, Part Number 119-132000-002, Modular Armor Kit, SIX each, Part No. AAVS8822500; M1511 (Intermediate Fast Attack Vehicle) IFAV (DET-1 Style Armor Kit with high tailgate option); 900 +- lbs installed weight; aluminum oxide composite; Ballistic Protection: 7.62x51mm M80 NATO Ball at 0-meters range; 7.62x54mm LPS ball at )-meters range; 7.62x39mm PS Ball (AK-47) at )-meters range; 7.62x51mm M61 NATO AP at 50-meters range; 5.56mm M855/M193/SS109 at 0-meters range; Artillery Bursts: 155mm M107 HE, 152mm OF-540 HE 90% Fragments at 15 Meters. CLIN 0002, Shipping charge. CLIN 0003, Part Number BAVS6800001, THIRTY each, Armor/Breach Blanket (Pair). Ballistic blankets manufactured from high-strength ballistic fabrics. Standard and custom sizes to provide a wide range of applications where personal or vehicle protection is required. Each set contains (two) 3'x4' panels eeighing 9 lbs each, protection level NIJ III A. Ballistic materials are protected from the environment by high-strength abrasion, flame and/or acid resistant outer shells. Outer shell is black. Seven sets will outfit an IFAV. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The government will consider all EOIs received prior to Thursday, January 20, 2005, after date of publication of this synopsis before 1200 PST on that date. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to USMC, REGIONAL CONTRACTING OFFICE-SOUTHWEST, MARINE CORPS BASE, CAMP PENDLETON, BOX 555027, OCEANSIDE, CA 92055. EOIs sent via Federal Express or hand carried must be delivered to USMC, REGIONAL CONTRACTING OFFICE, SW, MARINE CORPS BASE CAMP PENDLETON, BLDG 22180, OCEANSIDE, CA 92055-5027 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: NANCY GILBERT at 725-3914. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. This purchase will be under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized under FAR 6.302-1 [or other section].
