- The purpose of this synopsis is to conduct a market search for small businesses with demonstrated experience in the research field of airborne emissions to submit capability statements outlining their technical and managerial capability and personnel qualifications for the following proposed procurement. To be considered a small business, this procurement will utilize NAICS code 541710 "Research and Development in the Physical, Engineering, and Life Sciences" with a size standard of 500 employees or less. The information submitted will be evaluated and used to determine whether or not this procurement, in whole or in part, may be set aside for small businesses. Otherwise, this procurement will be subject to full and open competition. The US Environmental Protection Agency, 109 T.W. Alexander Drive, Research Triangle Park NC intends to award a contract for on-site and field research services for characterization of gaseous regulated and unregulated emissions, volatile, semi-volatile, and particulate pollutants emitted to the atmosphere from on-road motor vehicles such as passenger cars and pick-up trucks and from non-road engines such as lawn mowers, string trimmers, boats, snow mobiles, snow and leaf blowers, electric generators, and chain saws. Provide your experience and capability to perform these requirements. All capability statements are due by 3:00 p.m. ET on February 2, 2005. EPA will sponsor an on-site visit opportunity at its 109 T.W. Alexander Drive, Research Triangle Park, NC facility for any interested small businesses, on January 26, 2004 at 1:00 p.m. Interested parties must notify Rebecca Clausen at clausen.rebecca@epa.gov of the number of attendees prior to January 26. Attendance is not a prerequisite for submitting a capability statement.
