Description

Treated and Untreated Lumber for Mocus Point Pack Trail Bridge, Clearwater National Forest, Clearwater County, Idaho. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation R1-5-05-13 is issued as a Request for Quotes (RFQ). Responses are due by January 25, 2005, NOON, local time., Pacific Time. Set Aside for Small Business. The North American Industry Classification Code is 321114 for treated timber, 500 employees. A quote is requested for all items. The Government will make a single award under this solicitation. Materials: The Fabricator (supplier) shall supply all materials shown on the BILL OF LUMBER. In addition, one gallon of copper naphthenate (2 percent solution) shall also be supplied by the Fabricator. Lumber: All lumber, except railing slats, shall be Coast Region Douglas Fir or Western Larch No. 1 grade conforming to the current WWPA grading rules for western lumber. Running plank may be No. 2 and better. Railing slats shall be Western Red Cedar. All lumber, except railing boards, shall be rough sawn. Railing boards shall be S4S. Lengths listed are out to out dimensions of all fabricated pieces. See Sheet 2 for fabrication dimensions. Call 208-476-8379 to have fabrication sheet faxed to you. Treatment: Lumber shall be incised and pressure treated after fabrication, according to AWPA C2 for solid sawn members. Treatment shall be pentachlorophenol. Penetration shall be specified in AWPA for soil and fresh water use. Treatment shall comply with requirements to the current edition of WWPI?s best management practices for use of treated timber in aquatic environments. Certification Requirements: The Supplier shall furnish the following certifications to the Contracting Officer or his representatives upon delivery of the materials at the delivery point (Orofino, Idaho). A.) Verification of compliance with grading rules and species of timber and lumber. Certification shall be by an agency accepted as competent by the American Standards Committee. B.) Certification of preservative penetration in inches, and retention in pounds per cubic foot (assay method) by an independent qualified testing agency. C.) In addition, the Contractor shall certify each certificate as follows: ?I certify that this certificate is applicable to all treated timber and hardware, and covers the material actually delivered under this contract.? Fabrication: All lumber fabrication shall be completed before treatment. The only holes required to be bored, prior to treatment, are the holes in the knee braces. Lumber is to be delivered to Clearwater NF, 12730 Hwy 12, Orofino, Idaho, FOB destination. The Government will award a contract resulting from this quotation to the responsible offeror whose offer conforming to this quotation will be most advantageous to the Government, price and delivery considered. The following three factors shall be used to evaluate offers ? technical capability of the item offered to meet the Government?s requirement, price, and delivery time. Pertinent portions of Clause 52.212-1 ? Instructions to Offerors ? Commercial Items are as follows: As a minimum offers must show (1) The solicitation number, (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Price and any discount terms; (6) ?Remit to? address, if different than mailing address; and (7) Confirmation of ability to meet delivery date of April 1, 2005. FAR clauses and provisions 52.212-1 (Instructions to Offerors-Commercial Items) deleting Clause (f) Late submissions, modifications, revisions, and withdrawals of offers, 52.212-4 (Contract Terms and Conditions-Commercial Items), 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items) apply to this acquisition and are incorporated by reference. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 dated 1/19/05.
