Description
RFQ-CAZ-05-017: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. RFQ-CAZ-05-017 is being issued as a Request for Quotations. This solicitation incorporates FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.204-7, 52.211-6, 52.215-5, 52.232-18, 52.237-2, and 52.239-1 which are current through FAC 01-27. In addition, this solicitation incorporates Agriculture Acquisition Regulation (AGAR) clause 452.211-70 which is current through AAC 96-03. This solicitation is being set aside for small business concerns under NAICS code 511210, size standard $21,000,000. This solicitation is a RFQ for a single user license of PRISM (brand name or equal) climate layers at 2 km resolution for the United States and for a single user license of various PRISM (brand name or equal) climate layers at 2 km resolution for parts of Asia. The license for the United States Climate Layer List (for a single user) must include the following datasets: (1) Conterminous United States (1971- 2000) including average precipitation, monthly and annual; average mean temperature, monthly and annual; average maximum temperature, monthly and annual; and average minimum temperature, monthly and annual. (2) Conterminous United States (1961-1990) including number of days with measurable precipitation, monthly and annual; average greatest daily precipitation, monthly and annual; record greatest monthly and annual precipitation; average extreme maximum temperature, monthly and annual; record extreme maximum temperature, monthly and annual; average extreme minimum temperature, monthly and annual; record extreme minimum temperature, annual; average daily mean dew point temperature, monthly and annual; average daily mean relative humidity, monthly and annual; average total growing degree-days, base 50F, monthly and annual; average total heating degree days, monthly and annual; record extreme maximum total heating degree days, monthly and annual; average total cooling degree days, monthly and annual; record extreme maximum total cooling degree days, monthly and annual; average snowfall monthly and annual; number of days with snowfall >=0.1?, 1?, 5?, and 10?, annual; median and extreme date of first snowfall; median and extreme date of last snowfall; record daily snowfall, monthly and annual; record monthly and seasonal snowfall; probability of receiving measurable snowfall; mean number of days with minimum temperature <=32F, monthly and annual; mean number of days with maximum temperature >=90F, monthly and annual; mean/median/extreme date of last 32F Spring temperature; mean/median/extreme date of first 32F Autumn temperature; and mean/median length of freeze-free period. (3) Alaska (1961-1990) including average precipitation, monthly and annual; mean average temperature, monthly and annual; average maximum temperature, monthly and annual; and average minimum temperature, monthly and annual. (4) Hawaii (1961-1990) including average precipitation, monthly and annual; average mean temperature, monthly and annual; average maximum temperature, monthly and annual; and average minimum temperature, monthly and annual. The license for the Asia Climate Layer List (for a single user) must include the following datasets: (1) Mongolia (1961-1990) including average precipitation, monthly and annual; average mean temperature, monthly and annual; average maximum temperature, monthly and annual; and average minimum temperature, monthly and annual. (2) Taiwan (1961-1990) including average precipitation, monthly and annual; average mean temperature, monthly and annual; average maximum temperature, monthly and annual; and average minimum temperature, monthly and annual. (3) Mainland China (1961-1990) including average precipitation, monthly and annual; average mean temperature, monthly and annual; average maximum temperature, monthly and annual; and average minimum temperature, monthly and annual. Delivery is to be FOB point. Delivery shall occur 30 days after the date of award of this order. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The evaluation factors for this solicitation (listed in descending order of importance) include: (1) The ability to provide the two required data licenses for all of the items listed above. The licenses must be equal to PRISM climate layer datasets and meet all specifications of PRISM climate layer datasets. Any offer that cannot meet the same specifications as PRISM climate layer datasets will not be considered in this evaluation. (2) The offeror must be able to meet the required delivery time for this solicitation. The required delivery time is 30 days after date of award. Licenses shall be delivered to USDA Forest Service, FHTET, Attention Frank Krist, 2150 Centre Avenue, Building A, Suite 331, Fort Collins, Colorado, 80526. (3) The offeror who can provide the needed licenses at the lowest price will be considered the best-priced offer. When combined, the technical criteria (i.e. ability to meet required specifications and ability to deliver within 30 days) are approximately equal to price in importance. Offerors must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Offerors who do not submit the completed Representations and Certifications (FAR 52.212-3) will not be considered. The clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. In addition, FAR clauses 52.204-7, 52.211-6, 52.215-5, 52.232-18, 52.237-2, and 52.239-1, and AGAR clause 452.211-70 are applicable to the acquisition. There are no Numbered Notes associated to this acquisition. Offerors shall submit proposals that clearly demonstrate that the licenses offered meet the same specifications as PRISM data licenses. The proposals shall include the delivery time required and prices for all items noted in this combined synopsis/solicitations. Offers that do not address these criteria will not be considered. Offerors must complete and submit FAR 52.212-3, Offeror Representations and Certifications, with this offer. Offers that do not include a completed FAR 52.212-3 will not be considered in evaluation. All offerors must be registered with the Central Contractor?s Registry (CCR) per FAR clause 52.204-7. To register with CCR, visit www.ccr.gov and follow the instructions. Offerors shall submit their offers to the Rocky Mountain Research Station, Central Administrative Zone, Attention Christina A.
