This solicitation is for Market Research purposes only. Contractors are encouraged to provide innovative solutions to the government's draft tasks. Please include estimated pricing; your capiblity statements, suggested solutions or improvements to this draft performance work statement. Do not write propietary, sensitive or copywrite on your documents. Documents shall not be returned to industry. The Governement shall not issue a contract based on the information received from industry. DRAFT STATEMENT OF WORK  MAJOR TASKS (Strategic Communications Planning Support) 1. PROJECT BACKGROUND: Strategic Communications (Strat Comm) is responsible for keeping numerous internal and external audiences informed. This is a challenging endeavor given the diverse audience requirements involved and the complex, near-term readines s requirements placed on the Army in this time of war. Simultaneously, we are restructuring forces and policies and preparing to meet our strategic commitments well into the future. The success of the Army in achieving these goals depends largely on the ability of the Secretary and Chief of Staff of the Army to inform and educate key audiences through effective strategic communications. 2. SCOPE OF WORK: a. TASK 1: Program Management and Administrative Support. The contractor shall provide program management and administrative support. The contractor will manage this effort to ensure efficient, effective and timely accomplishment of all assigned tasks. The contractor will provide administrative support as nece ssary to support the requirements of Tasks 2-5. The nature of this task may require the contractor to provide quick response and turn around support to meet the needs of the government. This support may require attendance at meetings and conferences. At the end of the period of performance, program manager will be prepared to transition work load/tasks if another company wins contract competition. This transition will include digital and hard copies of all in-progress working files, historical files for all tasks, product portfolio, briefings for incoming personnel, and timelines and standards for completion. b. TASK 2: Army Strategic Communications Planning Support (Analysis). The contractor shall provide strategic, national security affairs-related analytical and graphics support to the Strategic Communications Planning Support for development, coordination, integration, synchronization, implementation, and assessment of an in ternal and external strategic communications campaign plan. c. TASK 3: Support the development of communications products. The contractor shall support the development of strategic communications materials as required in varied media formats, e.g. videos in tape and electronic versions, rich-media presentations with emphasis upon streaming video, near-real time scrolling text , and search engine capability, web-enabled CDs, publications in print and electronic versions, and computer presentations, and symposia displays. Publish up to five web-enabled CD-ROM format products communicating the Armys strategic messages. The contr act shall development and delivery of four videos during the period. Additionally, will develop and deliver Conference of two to four executive-level conferences for approximately 50 participants, one to two days in duration, in the National Capitol Regi on (NCR). The contractor shall also maintain internal web sites on Army Knowledge Online (AKO) to deliver approved strategic communications information to selected internal audience. d. TASK 4: Strategic Communications Planning Support, Strategic Outreach Support (Analysis). The contractor shall provide program analysis support to the Strategic Communications Planning Support, Army Strategic Outreach for development, coordination, synchronization, and implementation of a strategic outreach plan and for the execution and asses sment of strategic outr each events. This support will develop and nurture relationships and alliances with leaders, organizations, and communities to strengthen support for the Army and communicate the Army story. e. TASK 5: Strategic Communications Planning Support (Assessments). The contractor shall provide operations research analysis support to the Strategic Communications Planning Support for the purpose of conducting communications analysis and provide feedback on the effectiveness of the strategic communications efforts incl uding assessments of past, present and future initiatives and outreach activities that may affect The Army. f. TASK 6: Suite of Army Exhibits to include the Association of the United States Army (AUSA) premier display at the annual convention. The goal/objective is to incarnate the message of the Army, Chief of Staff; ensuring supporting themes are consistent with CSAs guidance, and present them in a Suite of Army Exhibits when directed. The contractor will develop concepts for the exhibits an d present them for approval. Additionally they will incorporate the existing structure as best as possible into the concept and design of the AUSA Annual Exhibit and up to 5 other exhibits. Once approved the contractor will construct and manage all aspec ts of Exhibits for the Army. The contractor is to provide technical support to designated Army personnel to ensure successful integration of displays, which will provide an opportunity to leverage the contribution of industry, academia, Department of Defe nse (DOD), and government agencies. The contractor shall, except as otherwise specified, provide secure, climate controlled storage for all displays to include the shipment, set-up, tear down, fabrication, management, and return to storage of the display as required in support of conferences, meetings, symposiums, and exhibits. The contractor shall provide video production and display fabrication support to provide continuity of design and consistency of message. g. TASK 7: Eisenhower National Security Series (ENSS): The Dwight D. ENSS seeks to explore new ways to employ more effectively our Nation's capabilities to meet the range of security challenges we face in the 21st century. The Eisenhower Series significantly broadens beyond traditional audiences that dialogue on national security; the media, corporate and economic policy representatives, academia and think tanks, all departments of the U.S. government, non-governmental and international organizations, the diplomatic community, members of Congress and their sta ffs, foreign officials and specialists are all invited and have the opportunity to contribute and ensure diversity of opinion. The Army partners with co-sponsors from each of these sectors in the conceptualization, planning, and execution of each Eisenhow er Series event. The Series culminates annually with its capstone event - the Dwight D. Eisenhower National Security Conference - in Washington, D.C. The ENSS will address the national security environment of the 21st century, with emphasis on challenges and responses to current, emerging, and future threats from an international perspective. 10. DELIVERABLES: a. Develop and delivery of the premier display structure and associated communications products (print & video products as conceptualized/approved) for the symposium NLT 30 JUN prior to the display of the exhibit in OCT. Requires foll ow-on AAR (NLT 1 DEC) and development/delivery of post-production materials (NLT 15 FEB) Conference Support for Conferences To Strategic Communications Planning Support as coordinated with the COR Transition Plan To Strategic Communications Planning Support as required by new contract award- due NLT end of period of performance/prior to start of transition period.
