Description
THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM. THIS IS A CIVIL WORKS PROGRAM AND IS NOT FUNDED BY THE DEPARTMENT OF DEFENSE. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAI CS) CODE FOR THIS PROJECT IS 237990. This work consists of Rental of Cutterhead Pipeline Dredge and Attendant Plant with Operators for Maintenance Dredging. The principal location of work will be the Tennessee-Tombigbee Waterway with potential assignment s on the Black Warrior and Tombigbee River System and the Alabama River, in the states of Alabama and Mississippi. Work consists of Removal of approximately 2,000,000 cubic yards of maintenance material from the waterway and disposal into upland sites. N ote: The above general outline of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and drawings referred to therein. Estimated cost range of the project is from $1,000,000 to $5,000,000. Solicitation documents should be available on or about 2 Feb 2005. Mr. Leo J. Hickman is Contracting Officer for this project. Note No.1: Bidders , subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Internet. Registration instructions are available on the Internet at http://www.sam.usace.army.mil, then click on Contract Bids. Neither telephonic, mailed or fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firm's physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractor's responsibility to check the Internet address listed above daily , for any posted changes to this solicitation. NOTE: This solicitation is in .pdf format and requires Adobe Acrobat Reader. The Adobe Acrobat Reader may be downloaded free of charge at http://tsn.wes.army.mil/COMSoftware.asp. Note No. 2. The plans and specifications will be issued on the Internet only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper mediu m when it is determined to be in the Government's best interest. Actual solicitation amendments will be issued either by fax or by posting for download to the aforementioned web page. Note No. 3. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 4. Critical Path Method (Network Analysis System) is not required. Note No. 5. As prescribed in this solicitation, a small business is defined as having average annual receipts of less that $17,000,000 for the past three years. Note No. 6.
