Description
84--The U.S. Department of the Interior, National Park Service, is soliciting proposals to purchase and/or manufacture and distribute uniform components for the National Park Service, the U.S. Fish and Wildlife Service, and the U.S. Army Corps of Engineers. Included is a complete range of duty and work uniforms, footwear, headwear, outerwear, emblems, and accessories manufactured to specifications of the three Agencies. All uniform components must be supplied in accordance with the Federal Acquisition Regulation (FAR) including FAR Part 25 (Buy American Act, Trade Agreements, etc.). The contracting requirement also includes the design and operation of an automated data system to service, track, and report on the uniform allowance system for all three Agencies. The system must provide for web-based ordering via the internet and record all uniform transactions, sizes, names, locations, and other data for all employees and furnish a variety of reports. The total number of uniformed personnel to be covered is approximately 25,000. Uniform shipments are throughout the United States and its territories. For transition purposes the contractor must have the necessary financial capability, working capital, and other resources to purchase hanging inventories and piece goods (approximately $2.5 million) from the incumbent contractor. The Government anticipates to award a firm-fixed-price award-term requirements contract no later than July 1, 2005, to accommodate a phase-in period. The period of performance begins October 1, 2005, which will include a base year with four option periods and one award-term year. In accordance with FAR 5.203, the solicitation will be issued no sooner than 15 days after the publication of this notice. The solicitation will be issued and any amendments, if necessary, electronically, on the Department of the Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov.
