Description
This is a request for information only. There is no solicitation package available. The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCAD LKE) is seeking sources that may be capable of providing Night Vision Device (NVD) Well Deck Lighting capabilities. The Navy?s requirement is for design, fabrication, integration, manufacturing, testing, production, demonstration, delivery, and associated documentation for a minimum of approximately 100 NVD filter material for a flat 48? panel and a maximum of approximately 11,200 NVD filter material for a flat 48? panel. DESCRIPTION: MIL-L-85762A NVIS GREEN A FLAT FLUORESCENT FILTER FOR A MIL-F-16377/13 (aka SYMBOL 74) FLUORESCENT LIGHT FIXTURES. This is a MIL-L-85762A NVIS GREEN A Flat fluorescent filter with the following critical characteristics: (a) needs to mate with a MIL-F-16377/13-001 Clear Prismatic Cover in order to make a MIL-DTL-16377/13B (NAVSEA SYMBOL 74; NSN 6210-00-474-5653) Fluorescent Light Fixture NVG Compatible; (b) needs to have nominal dimensions no greater than 12 5/8? wide by 50 3/4" long and fit within (under) the gasket on the MIL-F-16377/13-001 Clear Prismatic Cover to prevent non-compatible light leakage; (c) shall not exceed a maximum thickness of 0.050? (d) shall routinely withstand maximum operating temperatures of 120 degrees Centigrade (e) shall NOT require any additional modifications to the existing light fixture (e.g., replacing the light fixture, the white diffusing window cover, re-painting the white paint, or adding internal reflectors to attempt to cover up the offending paint is NOT acceptable); (f) shall [when combined with the clear prismatic cover (Mil-F-16377/13-001, the NAVSEA SYMBOL 74 Fluorescent Light Fixture, and the F48T12-CW-HO-HT Cool White, High Output, High Temperature Fluorescent Lamp] generates Night Vision Radiance Intensity (NRIa) of 1.0 x 10-5 NRIa (as an order of magnitude) and 1.0 x 10-8 NRIb (as an order of magnitude) when measured in accordance with, and measured with equipment that meets the requirements of, Appendix C of MIL-L-85762A and calculated in accordance with SAE ARP 4392; (g) shall not be made of glass so to not be susceptible to breakage, cracks, or other deformities when subject to mechanical shock or thermal shock (h) this kit shall not be made of glass or breakable material due to breakage concerns and potential of FOD damage to aircraft and to Landing Craft Air Cushion (LCAC) Craft; (i) this kit shall not be susceptible to cracks, crazes, or breakages under thermal cycling due to strain relief of mechanically induced stresses during the manufacturing process. (j) this kit shall have similar spatial light characteristics and overall light output (i.e., overall Photopic transmission) as the aforementioned light fixtures outfitted with a M16377/42-003 RED Filtered; (k) some versions of the fixtures have either paint or white diffusing windows or both that fluoresce non-compatible light when exposed to MIL-L-85762A NVIS Compatible Lighting - the filter material's NVIS Radiance needs to be low enough to compensate for this paint and/or white diffusing window without replacement of the paint and / or white diffusing window; (l) shall meet the color coordinate requirements of u? = 0.095 +/- 0.020; v? = 0.573 +/- 0.010; r = 0.020 (m) The modification kit shall survive the same ambient environmental conditions as : MIL-F-16377/13 (aka SYMBOL 74) Fluorescent Lamp Fixtures The modification kit shall NOT degrade the performance or shorten the life of the existing Commercial Item Description A-A-55005-1 Fluorescent Lamp (aka Federal Specification W-L-000116/16 & MS15589-5) in the aforementioned light fixtures under the aforementioned environmental conditions The response shall include a white paper (summary) of no longer than five (5) pages along with any supporting data/material, which shall not exceed a total of twenty-five (25) pages. Three (3) copies of each response are required. All responses must be hardcopy, no electronic submissions allowed. The government will not pay for any information received in response to this request nor will the government compensate any respondent for any costs incurred in developing the information provided to the government. Responses should cite RFI number N68335-05-RFI-2005 and be addressed the attention of Ms. Jessica Schoenleber, Code 2.5.2.3.2.JS. All responses are due by (4:00PM EST) on 18 February 2005.
