Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport intends to procure document management integration support services, on a fixed price SOLE SOURCE basis from Momentum Systems Inc, of Arlington, VA. This announcement constitutes the only notice of this procurement, a written solicitation will not be issued. This is 100% set-aside for small business. Size standard is $21M. NUWC Division Newport intends to purchase the following items: Services to enhance SUBMEPP?s Livelink Document Management System (DMS) and Workflow Management System. These enhancements will include specific modules as prioritized to include application analysis, design, development, enhancements, maintenance, information assurance and the development and implementation for a secure architecture. The DMS must allow the initiation of Livelink functions directly from a Cold Fusion screen or report. The DMS must provide the architecture to allow Knowledge Management sharing with SUBMEPP External Customers and develop technical solutions which meet DoDI 5200-40 Defense Information Technology Systems Certification Accreditation Process (DITSCAP) and the NAVSOP-5239-15 Controlled Access Protection (CAP) requirements. Required delivery is 6 months after award, F.O.B. Destination Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity, Portsmouth NH. Momentum Systems, Inc. is the only known source that has fully integrated Cold Fusion applications with Open Text Livelink applications. Moreover, Momentum has developed a unique software wrapper, which allows Cold Fusion applications to seamlessly integrate with Livelink, the COTS knowledge management product. And Momentum has been providing Livelink implementation services to the NAVSEA organization four the last four yeas and has a unique knowledge base with which to meet SUBMEPP?s current needs.
