- This contract will be a Firm Fixed Price. The work will require 1,200 hours or 40 hours per week for 50 weeks. This requirement will also be 1,200 hours for each of the option years. The OSD Historical Office has a pressing need to contract editing support to accomplish one of its primary functions, the preparation and publication of Volumes in the series, History of the Office of the Secretary of Defense, and special study monographs. Contractor must have extensive knowledge of the Department of Defense in the 1950s, 1960s, and 1970s to read and correct errors of fact, ommission, emphasis, and interpretation. Contract will consist of a base year and two option years. During the bse year, for Volume V in the History of the Office of the Secretary of Defense serices, focused on Secretary Robert S. McNamara, 1961-1965. Contractor will prepare a portion of the index and help proofread the volume in final layout, including footnotes and bibliography. For Voleme VI, focused on Secretary McNamara, 1965-1968, and Secretary Clark M. Clifford, 1968-1969, the contractor will check facts and sources, and edit 8 chapters. Volume VII, focused on Secretary Melvin R. Laird, 1969-1973, the contractor will check facts and sources, and edit 6 chapters. For monograph special studies, contractor will check facts and sources and edit 2 chapters from the United States and the Defense of Europe, 1953-1961. Checking facts and sources requires careful reading of the author's text and charts and reviewing the author's complete set of primary documents and secondary source material as cited in endnotes to correct errors of fact and footnote citation. Contractor must draw on self knowledge and understanding of the period 1950s-1970s to correct the author's errors of omission, interpretation, emphasis, and logic in providing explanations of historical events. Editing also requires revising to improve style, organization, clarity, and punctuation, following the Chicago Manual of Style, the OSD Historical Office style guide, and previous volumes in the OSD History series. Contractor must be able to gain and maintain a U.S.Top Secret Clearance. Contracti will read and edit manuscript material while it is still classfied, prior to it being submitted for declassification review by the Department of Defense and other government agencies.
