- The Space and Naval Warfare Systems Center San Diego (SSC-SD) intends to pursue and negotiate through other-than full and open competition a sole source contract with E. M. Norton Enterprises, Inc. The purpose of this proposed contract is for systems engineering and integration support to federal, joint, and naval organizations charged with designing, developing, prototyping and/ or deploying advanced technologies in support of war fighting and/or homeland defense initiatives. The contractor shall provide assessment, testing and evaluation of emerging C4ISR systems and related technologies as it applies to operational utility among the Joint Services. E. M. Norton Enterprises, Inc. has been determined to be uniquely qualified with their extensive experience in systems engineering and integration, and program management support for emerging C4ISR technologies for Fleet and Joint Experimentation in support of the Defense Advanced Research Projects Agency???s COMPASS program; Missile Defense initiatives, including Area Air Defense Commander; Missile Defense Agency???s missile defense exercises; Joint Range Extension Link-16 development and exercise integration; and Electronic Intelligence (ELINT) program engineering and support regarding Specific Emitter Identification (SEI) supporting the National Security Agency program offices. Also, E.M. Norton has Top Secret Special Access security clearances that may be required for joint experimentation exercises. This procurement will be awarded in other than open competition in the form of a service-disabled veteran-owned small business (SDVOSB) sole-source under Section 308 of the Veterans Benefits Act of 2003, Pub. L. 108-183 (15 U.S.C. 657f). Period of Performance (POP) is for a three (3) year period. POP is estimated to begin in Feb 2005. Task orders will be issued on an indefinite-delivery/indefinite-quantity (ID/IQ) basis. Potential value of the contract effort is estimated at $2,901,028. This notice of intent is not a request for competitive proposals or quotes and is posted for 15 days. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
