NAICS Code: 541710 ANNOUNCEMENT FOR STUDENT SERVICES CONTRACT U.S. Environmental Protection Agency Office of Research and Development National Health and Environmental Effects Research Laboratory Research Triangle Park, North Carolina The Immunotoxicology and Pulmonary Toxicology Branch of the Experimental Toxicology Division of the National Health and Environmental Effects Research Laboratory (NHEERL), Office Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA), Research Triangle Park, NC is seeking several individuals, at least 18 years of age who are students in good standing enrolled in a degree program, not necessarily carrying a full course load, but pursuing a degree at a recognized educational institution to provide services under a contractual agreement in support of laboratory research of environmental health effects. The Experimental Toxicology Division conducts research using laboratory rodents to determine effects of air pollutants on development of cardiopulmonary disease (including allergy and asthma), to develop methods for assessing the potential allergenicity or immunosuppressive effects of environmental contaminants, and others. The student contractors will assist in conducting experiments preparing biologic samples, gathering data, entering data and maintaining databases for studies examining relationships between exposures and effects on cellular, molecular, and whole organism responses. The student contractors will also provide support to the Division by performing laboratory inventories, maintaining the organization of laboratory supplies and equipment, preparing solutions and media, and similar tasks required to maintain the laboratory. Student contractors must have completed at least two years of study at an accredited university or college and have a minimum of 8 hours course work in biology, chemistry, ecology, environmental sciences, marine biology or zoology; including a minimum of 2 laboratory-based courses. The student contractors must have a minimum of 3 months of work or volunteer experience and carry a 3.0 grade-point-average. The student contractors should possess strong organizational skills. Database management experience, i.e., evidence of experience with spreadsheet preparation, data collection, and database management. The student contractors should be familiar with basic laboratory health and safety. This work is expected to begin approximately March 14, 2005 and end approximately February 28, 2006. The Government reserves the right to extend the contract for an additional year beyond February 28, 2006. The Government anticipates that the student contractors will work an estimate of 15-24 hours per week during the academic year and up to 40 hours/week during school breaks. This represents an estimate of 1,000 hours for the base and 1,000 hours for the option period. The principal duty station location is the EPA campus, Research Triangle Park. Student contractors may enter the building only during business hours or when a project member is present. Work will be performed primarily in a laboratory. The hourly rate of pay is commensurate with the level of education and experience as follows: ($12.30/hour with two or more years of college). Student/recent graduate contractors who perform under contract for EPA are required to undergo a FBI background investigation (name and fingerprint) and a suitability determination by EPA. The Government will make contract award based on all other factors other than price (student's knowledge and skills, course work and lab work as it relates to the services described in this Announcement and the Statement of Work) being significantly more important than price. Personal interviews may be conducted with the most promising candidates. The evaluation of student contractors resumes or statements of qualifications will be based on the following evaluation factors: Two years or more of undergraduate work in a degree program in biology, chemistry, ecology, environmental sciences, marine biology, or zoology; Minimum of 8 semester credit hours in biology, chemistry, ecology, environmental sciences, marine biology or zoology; Minimum of 2 laboratory-based science courses; Database management experience, i.e., evidence of experience with spreadsheet preparation, data collection, and database management; Minimum of 3 months of work or volunteer service; and a Grade Point Average of 3.0. Student contractors who perform under contract to EPA are required to undergo a background investigation consisting of a check of Federal Bureau of Investigation (FBI) name and fingerprint files, and a suitability determination.
