Description

This synopsis announces the final decision of Federal Highway Administration (FHWA) on a Streamlined Cost Comparison Study under OMB Circular A-76 of 18 FTE in the Data Collection and Analysis function (Function Code D200). On September 23, 2004, the FHWA publicized its intent to conduct a streamlined competition for 18 Federal FTE who collect, analyze, summarize, assure the quality of the data, and disseminate a wide variety of data and information concerning (1) the Nation?s highways and FHWA; and (2) assessment of internal program policies and activities. The 18 personnel are located at FHWA?s Headquarters in Washington, DC, and in FHWA field offices located in Illinois, Georgia, Maryland, Minnesota, New York, Massachusetts, and Connecticut. The authority and procedures for the competition are found in the revised Circular A-76, Attachment B, dated May 29, 2003. As a result of the streamlined competition, it has been determined that it is more cost effective for the work to be performed by the incumbent Federal staff; accordingly, this announcement represents public notice, as required by the Circular, that this work will remain in-house. The Streamlined Competition Form (SLCF) documenting this decision was certified by three individual independent Agency officials.
