U.S. Customs and Border Protection (CBP) currently has a requirement for software testing support services for the Office of Information and Technology, Testing Branch, located in Springfield, VA. CBP contemplates a single-award Blanket Purchase Agreement (BPA) to be awarded against the successful quoter?s Schedule 70 contract. The BPA will be effective for a base year with four one-year options. The estimated BPA value is NTE $25,000,000. This is a total small business set-aside; the NAICS code for this procurement is 541519 and the size standard is $21.0 Million in average annual revenue. Representation of small business size status will be required. Sensitive but unclassified information is integrated into the RFQ. Important: As part of their submission, quoters must include proof that the business units within the quoter?s firm that will be performing the subject services are operating at Software Engineering Institute (SEI) Capability Maturity Model for Software (SW-CMM(C)) Level 2 or higher (or Capability Maturity Model(C) Integration for Software [CMMI-SW(C)] Level 2 or higher) by an SEI-authorized appraiser. SW-CMM(C) Level 3 or higher (or CMMI-SW(C) Level 3 or higher) is highly preferred and may be used as a determining factor in establishing a competitive range, if a sufficient number of quotes are received from Level 3 firms. This competition is limited to Federal Supply Schedule 70 contractors.
