- The following is a revised Scope of Services: Provide Computer-Aided Drafting (CAD) services for the U. S. Coast Guard, Civil Engineering Unit (CEU) Miami under a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) service contract. The services include quality control, conflict resolution, and handling. A technician, designer, licensed architect or engineer shall perform Quality Control. The contractor shall place an employee at CEU Miami for the purpose of performing this contract. Performance of the work at CEU Miami shall not relieve the contractor from quality assurance and supervisory responsibilities. CEU Miami will provide workspace and Engineering workstation with the proper software during the performance of this contract. This is a ?Best Value? procurement. The following factors shall be used to evaluate offers: a. Past Performance. The following sub-factors shall be used to evaluate offers: (1) Experience ? Relevancy of current and prior contract experience. Contracts will be evaluated on similarity of services and comparability of dollar value and performance period. (2) Timeliness ? Adherence to performance schedules and submission schedules for reports and invoices. (3) Quality ? Consistency and Quality of Services. (4) Competence ? Responsiveness to Government requirement and complaints. (5) Management ? Sufficiency of corporate support to on-site organization b. Technical Factors. The following sub-factors will be used to evaluate technical factors and: (1) Personnel Qualifications as stated and supported by resumes to include related work histories (Minimum of Intermediate AutoCAD Skill level as demonstrated by a certificate from an AutoCAD certified training center, or, four years full-time working experience with AutoCAD). (2) Certificate of Qualification. (Minimum of four years experience in drawing architectural, civil, mechanical, structural and electrical AutoCAD drawings). c. Price. Past performance is slightly more important than experience and past performance and experience together are more important than price. This procurement is a 100% Small Business Set-aside. The NAICS is 541340 with a Small Business Size Standard of $6.0 million. The contract provides for a minimum guarantee of $10,000.00. The duration of the basic contract will be for one year with options for four additional one-year periods. The total duration of the contract, including exercise of any option, will not exceed five years. It is anticipated that the request for proposal will be available online approximately on February 8, 2005.
