Description
The Defense Energy Support Center (DESC), in conjunction with the Assistant Chief of Staff for Installation Management (ACSIM), Army Material Command and Fort Buchanan, Puerto Rico, seek to identify responsible potential sources and obtain information in regards to possible privatization of utility systems in accordance with 10 USC 2688, "Utility Systems: Conveyance Authority" for Utility Privatization of the Electric and Water Distribution Systems and Wastewater Collection Systems at Fort Buchanan, Puerto Rico. The potential privatization action will include transfer of ownership, operation and maintenance, and the obligation to serve. The Army will not transfer ownership of land or any land lease interest for Fort Buchanan, Puerto Rico and will grant easements and leases, with concurrence of the underlying leaseholder where applicable, for access to land associated with each utility system. OBJECTIVE: Should privatization occur, the ownership of the Electric and Water Distribution Systems and Wastewater Collection System and equipment to include, all capital investments, operation, maintenance and repair responsibilities, shall transfer to a publicly or privately owned utility provider. All responsibility for maintaining reliable service, including such items as environmental compliance, operation, maintenance, major systems renovation, construction, equipment, manpower and overhead shall be the responsibility of the new owner. Utility services under the potential contract will not include the commodity itself. INSTALLATION DESCRIPTION: Fort Buchanan is a U.S. Army Installation which covers approximately 746 acres located southwest of San Juan, Puerto Rico. First established in 1932, Fort Buchanan was named after Brigadier General James A. Buchanan, first commander of the Puerto Rican Regiment, U.S. Volunteers, which was formed in 1900. In 1997, the Installation became a sub-installation of U.S. Army South (USARSO). Today, Fort Buchanan provides administrative and logistical support to all active-duty and Reserve elements on the Island of Puerto Rico. A brief description and approximate size of each system is detailed as follows: Electrical Distribution System: Fort Buchanan owns its electrical distribution system located within the boundaries of the Installation. The Puerto Rico Power Authority (PREPA) supplies electrical power to the Installation from its Puerto Nuevo Steam Plant via PREPA?s 38 KV transmission line, designated as line # 3900. PREPA can also supply Fort Buchanan through its main transmission grid via its Caparra substation. Caparra is a 38 KV to 4160- volt substation, with designated lines # 3500 and # 4300 as well as # 3900 feeding into it. Fort Buchanan takes delivery of its electric power requirements through its main substation, which has two (2), three phase transformers; one rated 10 MVA and the other 7.5 MVA, at 38KV/ 13.2 KV but with the addition of forced air can be increased to 12.5 and 10 MVA respectively. The transformers contain no known PCBs. The main substation has a total capacity of 22.5 MVA, however when redundancy is considered, the capacity is reduced to 12.5 MVA. In addition to the main substation, Fort Buchanan?s electrical distribution system consists of three (3), 13.2 kV three phase feeder lines (designated Black, Brown and Red) that provide primary distribution to the Installation. The distribution system is primarily overhead (OH), supported on wood and concrete poles, however there is some underground (UG) primary and secondary distribution, primarily for the housing area and for street lighting. The OH pole-line is conventional open wire grid with a length of 546,835 linear feet, (25.9 circuit miles). The existing system uses pole-mounted transformers and the majority is 20 + years old. The UG distribution system includes approximately 15,239 linear feet, (0.7 circuit miles) and was repaired / upgraded in September 2001. A small portion of UG primary construction utilizes duct type construction and pad-mounted transformers. The upgraded UG distribution system located within two of the four family housing areas is partially completed and has not yet been energized. Water Distribution System: Fort Buchanan owns its water distribution system located within the boundaries of the Installation. The Installation purchases its potable water requirements from the Puerto Rico Aqueduct and Sewer Authority (PRASA) and takes delivery of the potable water through its three interconnections with PRASA. The Installation?s primary interconnect is its 10-inch diameter cast iron pipe which is connected to a PRASA?s 30-inch diameter main supply line located near the East Gate. This 10-inch line feeds a booster pump station followed by meter to improve the pressure of the water supplied through PRASA?s 30-inch diameter line. The other two interconnections (connected to Fort Buchanan?s 6-inch and 10-inch diametere lines) are used when the pressure from the primary interconnection is not sufficient to provide adequate service to the Installation. Constructed primarily in the mid-1950s, Fort Buchanan?s water distribution system consists of approximately 169,198 linear feet (32.0 miles) of potable water distribution lines and two ground-level concrete water storage tanks. The water distribution lines include cast iron, asbestos cement, galvanized iron, ductile iron, and polyvinyl chloride (PVC) pipe, ranging in size from 2 inches to 30 inches in diameter. The Installation has two (2) ground-level concrete water storage tanks which supply the Installation?s maximum day and peak hour demands; one is a 500,000 gallon tank located on the north side of the Installation and the other is a 1.0 million-gallon (MG) tank located near the southern-most boundary. Although the 1.0 MG tanks is in good operating condition, the 500,000 gallon tank is out-of-service and under repair. Fort Buchanan does not maintain a separate non-potable water system for fire protection purposes. Wastewater Collection System: Fort Buchanan also owns its wastewater collection system located within the boundaries of the Installation. Wastewater collected from the Installation is discharged into either PRASA?s Bayamon 42-inch diameter trunk sewer line or Tintillo 18-24-inch diameter trunk sewer line for delivery for treatment and disposal at PRASA?s sewage treatment facility. The Bayamon trunk line, which handles the majority of the wastewater collected on the Installation, traverses the northern half of the Installation in an east-to-west direction. The Tintillo trunk line, which parallels the El Toro Creek in a south-to-north direction, receives Installation wastewater from a few isolated points. The Tintillo trunk line primarily serves the Tintillo Development and other areas south of the Fort Buchanan perimeter. Constructed primarily in the mid-1950s, Fort Buchanan?s wastewater collection system consists of approximately 117,063 linear feet (22.2 miles) of wastewater collection lines and one (1) 500 gallon per minute lift station. The wastewater collection lines include vitrified clay; reinforce concrete, cast iron, and concrete pipe, ranging in size from 4 to 24-inch in diameter. Insituform Company restored all of the wastewater collection lines in 1994 by installing custom-manufactured polyester-fiber tubing that forms a seamless, joint-less, leak proof "pipe within a pipe?. The 500 gallon per minute lift station discharges into a force-main line on the Golf Club sub-basin area. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of an Easement as an attachment to the Request For Proposal (RFP). The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. HOWEVER, BE ADVISED THAT A SOLICITATION ISSUANCE IS ANTICIPATED ON OR BEFORE March 31, 2005.
