- Solicitation RFQ-CAZ-05-018 is being issued as a Request for Quotation (RFQ). The enclosed provisions and clauses that are incorporated into this solicitation are current through Federal Acquisition Circular (FAC) 26 effective January 19, 2005. This solicitation is set aside for small businesses. The NAICS code associated with this solicitation is 334220 and the small business size standard is 750 employees. This solicitation is for the following line item numbers/quantities/and units of measure: Line Item One (01) GPS collars with advanced scheduler, mortality, and temperature sensor/quantity four (04)/each; Line Item Two (02) Extra Batteries for GPS Collars/quantity six (06)/each. The award of this solicitation may cover multiple orders in Fiscal Year 2005. This specific requirements and quantities for this order are listed above. The GPS collars must meet the following specifications: GPS store-on-board collar; weight <250 grams; field replacement battery; field data download capability; field tested on mid-sized carnivores; separate VHF beacon with mortality switch; and temperature data option. Delivery shall be made on or before March 14, 2005. The order shall be delivered to Rocky Mountain Research Station, Attention John Squires, 800 East Beckwith Street, Missoula, Montana, 59801. All delivery shall be FOB destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, and any addenda to this provision applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this solicitation. Evaluation will be based on (1) The Offeror?s ability to provide GPS collars and batteries that meet the above listed specifications. Any Offeror whose product does not meet these specifications will be considered unresponsive. (2) The Offeror?s ability to provide delivery of the collars on or before March 14, 2005. All Offerors must include a date of delivery in their offer. Offers without a delivery date indicated will be considered unresponsive to this solicitation. (3) The Offeror?s ability to offer the lowest priced product. Technical criteria (i.e. ability to meet all required specifications and ability to delivery on or before March 14, 2005), when combined, are approximately equal to price in importance. All offers must complete FAR 52.212-3, Offeror Representations and Certifications, and return the completed section of FAR 52.212-3 with their offer. This provision may be downloaded from http://www.arnet.gov. Offerors that fail to comply with this requirement will not be considered responsive to this solicitation and will not be considered in the evaluation. All Offerors must be registered with the Central Contractor?s Registry (CCR). Offerors who are not registered with CCR will not be considered responsive to this solicitation and will not be considered in the evaluation. Offers shall include the price of the line items, the specifications of the line items, the delivery schedule, the Offeror?s information (including address, contact name, duns number, tax identification number, telephone number, fax number, and email address), a copy of the completed representations and certifications (FAR 52.212-3). Any offers that do not include these items will not be considered in the evaluation. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and any addenda to this clause, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses and provisions also apply to this acquisition: FEDERAL ACQUISITION REGULSTION CLAUSES, http://www.arnet.gov, FAR 52.204-7; FAR 52.211-17; FAR 52.215-5, Facsimile Proposals (Oct 1997) (a) Definition. "Facsimile proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (c) The telephone number of receiving facsimile equipment is: 970-498-1166. (d) If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document- (1) The Contracting Officer immediately shall notify the offeror and permit the offeror to resubmit the proposal; (2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and (3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. (e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal; FAR 52.217-3, Evaluation Exclusive of Options (Apr 1984) The Government will evaluate offers for award purposes by including only the price for the basic requirement; i.e., options will not be included in the evaluation for award purposes; FAR 52.217-6; FAR 52.223-6; FAR 52.232-18; and FAR 52.246-18.
