- Description
- The Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS) Office of Habitat Restoration, Silver Spring, Maryland is seeking contractor support to provide necessary personnel for Financial Management Support for the Coastal Wetlands Planning, Protection and Restoration Act of 1990 (CWPPRA) projects. The basic requirements are budget reporting, accounting and project cost analysis; preparing critical environmental analysis reports and developing project review/summary reports and clearance documents. This is a Performance Based Services procurement that is a 100% Small Business Set Aside. The NAICS Code applicable to this procurement is 561210. The size standard is $6 Million. The Government intends to award a contract to the responsible offeror whose proposal represents the Best Value to the Government price and other factors considered. The resultant contract will be firm-fixed price. Prospective firms will be required to submit technical and price proposals. The period of performance consists of a base period of one year, with four one-year option periods. The anticipated start date is May 2005. The solicitation will be available on or about February 10, 2005, for offerors to download from an FTP Government website. All requests for the solicitation shall be submitted in writing by email to jeanie.m.jennings@noaa.gov. All requests must include company name, address, phone number, email address, fax number and contact person. After receipt of the solicitation request, you will be notified when the solicitation is available for download and provided instructions for downloading. Hard copies of the solicitation will not be available. Proposal are scheduled to be submitted on or about 10 March 2005 at 3:00 CDST. All contractors must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). Information on getting registered may be obtained at http://www.ccr.gov/ and http://www.bpn.gov respectively. In order to register with the CCR and OCRA to be eligible to receive an award, all bidders must have a Dun and Bradstreet (D&B) number.
