The synopsis posted January 10, 2005, is hereby modified to include the evaluation factors and significant sub-factors. All non-price evaluation factors when combined are approximately equal to cost or price. However, as proposals become more equal in their technical merit, the proposed price may become the determining factor for award. The evaluation factors and sub-factors in descending order of importance are: Past Performance (sub-factors: Past Performance Quality Control and Quality Assurance, Relevance Past Performance, Demonstrated Commitment of Team Members and Key Personnel and Performance Problems), Technical Qualifications, Technical Approach and Small Business Subcontracting Plan (sub-factors: Subcontracting Plan and Standard Forms (SF) 294 & 295 or Commercial Plan).
