Description
This is a pre-solicitation for services to the heat plant at the New Hampshire Air National Guard. Services are non-personal to provide all plant, labor, transportation, materials, equipment necessary to provide programmed, preventative, periodic an d emergency maintenance services on three Cleaver-Brooks, Model D42, High temperature, water tube boilers and associated free-standing panels, HAWK communications link and ASC II computer. The Contractor shall perform the following service items, but not l imited to, on each of the three boilers and associated controls, links and interface at Pease Air National Guard Base, Newington, New Hampshire, Work Order Number MR20050375. With in 30 calendar days following the completion of shutdown services on each b oiler, the contractor shall provide the Federal Government a written report of all of all services performed. The report shall include, but not limited to: results of inspections and tests, which were performed. Results of calibration and setting operation s to verify that these have been performed to meet factory and other relevant specifications and standards. Special Provisions: The Contractor must be factory trained and certified to work on the Cleaver Brooks boilers and auxiliary equipment. Must be know ledgeable and factory trained on the cleaver Brooks Hawk controller, Cleaver Brooks 02 analyzer and the Cleaver Brooks computerized trim system. The prices chargeable by the contractor against the government for on-call emergency services shall be for all expenses and labor. Contractor shall establish estimated cost of repair (parts & labor) prior to repairs to the contracting officer or to the contracting representative if given the authority. There shall be no additional cost chargeable against the govern ment by the Contractor for the provision of emergency services. This solicitation is prepared in accordance with FAR Part 12.6. This procurement will be issued as a 1 year 4 Option years 100% small business set aside and will be made using a firm-fixed pr ice contract. The North American Industry Classification System (NAICS) Code is 238220 and the Size Standard for Small Businesses is $12 million. On-line Representations and Certifications Application (ORCA) has been implemented and is effective as of 1 JAN 05. ORCA enables vendors to submit and update their representations and certifications on-line. ORCA is part of the Business Partner Network (B PN) and is located at http://orca.bpn.gov. The ORCA site contains an ORCA Application Handbook and an ORCA Quick Reference Guide. The solicitation will be available on 26 Jan 2005 from the Contracting Office.
