"This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command." This Special Notice provides additional information to DON-SNOTE-041123-001 that was posted on November 23, 2004. The following guidance pertains to ColPro TRE submissions: White Paper Format: Paper Size - 8.5 x 11 inch paper Margins - 1" inch Spacing - single-spaced Font - Times New Roman, 12 point Number of Pages - No more than 6 single-sided pages (excluding cover page). White Papers exceeding the page limit may not be evaluated. Additional information including test data or other amplifying information may be included in an Appendix with the understanding that additional information contained in the Appendix may or may not be considered as part of the evaluation process. Information submitted in the amplifying information appendix will not count against the 6-page limit. It is critical to summarize and discuss the appendicized test data and amplifying information in the main body (within the 6 page portion) of the submission. Review of the appendices is at the discretion of the evaluation team. Copies - one (1) original hardcopy and one electronic copy on CD-ROM, (in PDF format only). Unofficial submissions (max file size of 10MB in PDF format only) by email to COLPROTRE2@NSWC.NAVY.MIL are highly encouraged but will not be accepted in lieu of the hardcopy and CD ROM. Official submissions should be submitted via registered mail or commercial delivery service to: Naval Surface Warfare Center Code B57 (Attn: ColPro TRE Submissions) Building 1470, Room 2113 17320 Dahlgren Road Dahlgren, VA 22448-5100 Please note that all submissions must be postmarked no later than Tuesday, 01 March 2005. White papers should be kept at the UNCLASSIFIED level. Classified information up to and including the SECRET level can be submitted via a classified Appendix and will not count against the allowable total of 6 pages. Official submissions of the classified appendices can be submitted via hard copy or email. Hard copies of the classified Appendix must be double wrapped and shipped according to the following guidelines: Outer address: Commander Dahlgren Division Naval Surface Warfare Center 17320 Dahlgren Road Dahlgren, Virginia 22448-5100 (No names or codes on outer wrapping) Inner address: ColPro TRE Submissions NSWCDD B57 (MUST have names and codes on inner wrapping) For further details on standard classification guidelines, refer to the National Industrial Security Program Operating Manual, http://www.dss.mil/isec/nispom.htm. White Paper Content: Cover Page - The Cover Page shall be labeled "COLLECTIVE PROTECTION TECHNOLOGY READINESS EVALUATION WHITE PAPER", and shall include the proposed ColPro product/technology evaluation title, vendor's administrative and technical points of contact, with telephone numbers, facsimile numbers, and email addresses. Page one shall begin with a short ColPro TRE summary paragraph which should be a clear and concise statement making the compelling argument for the proposed ColPro product/technology, its benefits and purported performance capability improvements in Collective Protection. Within the White Paper the vendor shall describe the product/technology in sufficient detail for evaluation by the government. The description shall include all salient characteristics including but not limited to physical attributes, theory of operation, technical performance parameters, operational capabilities, environmental limitations, potential health or environmental hazards, and manufacturability. Vendor shall include a self-assessment of the technology's maturity based on the NASA Technology Readiness Levels (TRLs). Within this self-assessment, the vendor shall provide a discussion on the equipment/prototype/sample available for performance testing. For additional information on TRLs, please refer to http://www.gao.gov/archive/1999/ns991620.pdf. Vendors should provide test data, where appropriate, to support technology maturity assessment. Classified test data should be submitted in accordance with the classification guidelines provided above. There should be listing of principal investigators (PIs) to be associated with the product/technology evaluation, to include their relevant qualifications and experience. Pages associated with PIs will not be included in the page count but should be limited to two pages per PI listed. Evaluation Criteria: White papers will be evaluated using the following criteria, which are listed in descending order of importance: 1. Protection against CBR threats. Technologies that provide protection against multiple threat areas are viewed as having more value to collective protection programs. The listing of threat areas below is in no particular order of importance. ? Traditional chemical warfare agents ? Traditional biological warfare agents ? Radiological particulate matter (not radiation) ? Toxic industrial chemicals 2. Potential/projected operational benefits. 3. Ability to meet stated capability improvement ? Demonstrated understanding of the capability improvement needed and the proposed technology?s ability to achieve the improvement ? Ability to meet more than one capability improvement area ? Degree of technical innovation in meeting capability improvement 4. Technology maturity (to include components and integrated concept where applicable) ? Availability of submitted data to support maturity assessment. (Vendors are reminded that the COLPRO TRE is targeting a Technology Readiness Level (TRL) 6 or above, requiring a prototype for performance testing. Outstanding technical risks. 5. Projected timeline for product development (where applicable) ? Producibility 6. Potential synergy for combination with other technology to improve Collective Protection umbrella to include legacy systems where applicable The government retains the right to test or not test products/technologies based on the availability of government test resources and/or funding. Evaluation Panel: White papers will be protected from unauthorized disclosure. Government CBR experts will perform white paper evaluations, which will be solely based on the above listed evaluation criteria. Those vendors with accepted white papers will be invited to an interview for further consideration of their proposed product/technology. Vendors will be advised in advance regarding white paper time lines where further elaboration is desired. In the interest of full disclosure, the government will be receiving technical and administrative support from commercial entities to compile and review the information received as a result of the COLPRO TRE announcement. Non-government individuals who assist in these functions are required to execute a non-disclosure agreement prior to being allowed access to COLPRO TRE response information.
