- NAICS Code: 54 The U.S. Environmental Protection Agency (EPA) plans to negotiate on a sole source basis with Gunther F. Craun and Associates to provide professional services to revise a report titled, "Using the Waterborne Disease Outbreak Surveillance System to Estimate the Waterborne Disease Burden in the United States," and to develop two supplementary reports. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which allows for negotiation without full and open competition if there is only one responsible source. The basis for this determination is that the U.S. EPA-National Center for Environmental Assessment office in Cincinnati, Ohio has a requirement for a contractor to substantially revise an internal review draft report and to develop two additional reports for the project titled, "Using the Waterborne Disease Outbreak Surveillance System to Estimate the Waterborne Disease Burden in the United States." The nature of the acquisition requires a contractor that possesses access to the Waterborne Disease Outbreak Data Base, familiarity with the data base and with the preliminary report. These unique capabilities are essential to this project and only Gunther F. Craun and Associates can provide the necessary services in a timely manner. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to the requirement by submitting documentation to Kimberli Irwin at the office identified above, by fax (513)487-2109 or by e-mail at (irwin.kimberli@epa.gov) which establishes that their specifications or qualifications meet the EPA's requirement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
