- Description
- This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is for a Systems Integrator to plan and design the audiovisual and data infrastructure required by the National Audio Visual Conservation Center (NAVCC) being built at Culpeper, Virginia for the Library of Congress. Proposals are being requested and a written solicitation will be issued via Fed-Biz-OPPs. This solicitation contains five(5) Deliverables as follows: (1) Define and Design Information system; (2) Review and Supplement Lists of Proposed Equipment; (3) Final Drawings and Plans; (4) Project Schedule and (5)Consultation services. Prior to the submission of proposals there will be a Pre-Proposal Conference held in the following location: The Library of Congress, the James Madison Memorial Building, Room LMG45, Washington, DC 220540. The date and time is January 25, 2005 from 9:00 AM to 12:00 Noon EST. Evaluation will be based on the best value to the Government. Technical proposals will be evaluated in descending order of importance shown in the statement of work. The technical factors are significantly more important than cost or price. All evaluation factors other than cost or price when combined are significantly more important than cost or price. However, cost reasonableness will be a determinant in the best value process. The Library of Congress reserves the right to reject any or all proposals received and/or request clarification or modification of proposals. In addition, the Library reserves the right to award a contract without discussion. The period of performance shall begin upon notification of contract award and extend for a period not to exceed six (6) months. Technical and cost proposals must be submitted in two physically separate volumes: Volume I Technical/Managerial Proposal. Volume II Cost. An original and five (5) copies of each of these volumes should be submitted separately. No costs shall be included in technical proposals. Proposals may be hand-carried or Federal Expressed to The John Adams Building, Contracts and Grants Management, Room LA325, Attention: Lula M. Thornton, Contract Specialist, 101 Independence Ave, South East, Washington, DC 20540-9411. The Statement of Work, Requirements package and other technical documents will be made available upon request via e-mail at luth@loc.gov. The e-mail request should contain the following information: The company name, point of contact and phone number, the physical address (no post office boxes) and the Request for Proposal number.
