- NASA/ARC plans to issue a Request for Proposal (RFP) for contractor services for administratively closing acquisition instruments at each of the NASA Centers. Support at NASA headquarters is not a part of this requirement. Acquisition instruments include Contracts, Purchase Orders, Grants and Cooperative Agreement and other agreements. This procurement outlines the services that may be requested at any NASA Center through the issuance of performance based task orders. To accomplish this work, the Contractor will be required to work with internal offices at each of the NASA Centers, the companies, universities, non-profits, or other organizations whose acquisition instrument is to be closed; and to work with other Government agencies or offices, such as the Defense Contract Audit Agency (DCAA) and Defense Contract Management Command (DCMC). The contractor shall provide all management, personnel, equipment and materials (unless otherwise identified as provided by the Government, in the contract or in a task order) to perform the work described in this procurement. On-site facilities will be provide by the Government to the extent stated elsewhere in the contract. The Contractor shall manage the work to be performed under this contract including closing all acquisition instruments in accordance with the FAR, NASA FAR Supplement, and all applicable laws, regulations, etc. The Contractor shall also assure the availability of qualified personnel for timely response to task orders and manage all task orders according to the Contractor's Management Plan. Task Orders may be added, deleted, or modified as Agency/Center goals change. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is an 8(a)set-aside. See Note 1. The NAICS Code and Size Standard are 561110 and $6 million average annual receipts, respectively. Interested parties are encouraged to submit comments and questions relating to the draft documents posted to this synopsis. Comments/questions will be accepted through February 7, 2005. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about February 25,2005 with an anticipated offer due date of on or about March 25,2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/ARC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
