- This RFP is issued as a Small Business Set-Aside for the continued Outreach, Admissions and Career Transition Services for the State of Georgia. Job Corps is a National residential and non-residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth ages 16-24 years throughout the United States. It is anticipated that the resultant contract will be a Performance Based contract for Career Transition Services and Fixed Fee for Outreach and Admissions. The contract will have a 2-year base period June 1, 2005 through May 31, 2007, plus three (3) governmental unilateral renewal options for one (1) year each. The RFP will be available on our Job Corps Acquisition page located on the World Wide Web at http://wdsc.doleta.gov/jobcorps/schedule.html on or about November 15, 2004. The base period arrival goals are 2,730 youth, residential (1,292 males and 1,353 females) and 85 non-residential (0 males and 85 females). The contractor will provide Career Transition Services an average caseload at any onetime of 1,670 graduates and 600 former enrollees). A Pre-proposal Conference is scheduled for November 23, 2004 at 10:00 a.m. local time at the Sam Nunn Atlanta Federal Center, 61 Forsyth Street SW, Room 8M40, Atlanta, GA 30303, (404) 562-2372. It is recommended that potential offerors download the RFP from our Website listed above prior to attending the Pre-proposal and site visit. All questions prior to and at the pre-proposal conference shall be submitted in writing. The successful contractor shall provide material, services, and all necessary personnel to operate a Job Corps Outreach and Admission program to provide a comprehensive approach to ensure that sufficient numbers of disadvantaged youth between the ages of 16 and 24 are enrolled in specified Job Corps Centers and Career Transition Services to provide the necessary assistance and support to ensure that eligible students leaving the Job Corps program are placed into a job, the military, or additional training, and that program graduates receive the support necessary to retain employment long-term. Proposals in response to the RFP will consist of a written submission and Oral Presentation as described in Section L of the RFP. All written proposal submissions shall be due no later than December 15, 2004 at 2:00 p.m. local time to the address listed in the RFP. All responsible sources may submit a proposal, which shall be considered by the Agency.
