- Description
- The U.S. Nuclear Regulatory Commission (NRC) proposes to negotiate, on a competitive basis, a contract entitled “Reviews of NRC Licensee Decommissioning Financial Assurance”. Under the proposed effort, the NRC will require technical support to assist in implementation of financial assurance requirements on a task ordering basis. Specifically, the initial tasks will encompass work in the following areas: (1) Technical Assistance in Implementing Financial Assurance Requirements for Decommissioning Licensees; (2) Non-Standard Evaluation of Financial Assurance, Decommissioning Costs and Licensee Financial Information; (3) Technical Assistance in Reviewing Financial Assurance Requirements for Fuel Enrichment Facility Licensing Proceedings; and (4) Independent Decommissioning Cost Estimate of Licensee Site. The required technical support will assist the NRC in its mandate of ensuring public health and safety and to protect the national security and environment in the licensing and regulation of civilian nuclear facilities (other than operating reactors) and materials associated with the processing, transport, and handling of nuclear materials and disposal of nuclear waste. This mandate includes ensuring that licensees possess the financial capability to perform certain planned activities during operation, closure, and decommissioning. The proposed period of performance for this effort is one-year with an additional four one-year option periods. The Request for Proposal (RFP) will be issued on or about November 2, 2004 and will be available solely through the FedBizOpps website at http://www.fedbizopps.gov . Any future solicitation amendments will be also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and any related documents are not available and therefore, telephone and written requests for hard copies of the Request for Proposal should not be sent to the NRC as it will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure its organization has the most up-to-date information regarding the proposed acquisition. The Government will not reimburse interested parties for any costs associated with responding to the proposed requirement. Proposals for this requirement may be submitted by all concerns (i.e., large businesses, small businesses, and small businesses owned and controlled by socially and economically disadvantaged individuals). The size standard for this procurement is $6,000,000 as set forth under NAICS code 561110.
