- The first modification issued this date completely replaced the description of the synopsis. This second modification provides answers to questions received to date. NOTE: Any inconsistency between this document and the synopsis shall be resolved by giving precedence to the synopsis including all modifications. QUESTION 1: Is registration with the Central Contractor Register required? ANSWER: Yes. The synopsis description has been amended to include the requirement. QUESTION 2: Is the response date still April 12, 2004 by 4:00 p.m.? ANSWER: Yes, April 12, 2004 by 4:00 p.m. local time. QUESTION 3: Please advise if a one-person firm with available subcontractors can respond and compete for this project. ANSWER: The ID/IQ A/E service contract will have multiple task orders issued at different times, with many being performed simultaneously for more than one geographic location. Hydrology may or may not be part of projects for the next five years. A hydrologist would, of necessity, subcontract the greater part of the work and provide the professional A/E warranty for each task order and the entire ID/IQ contract. A one-person consultant firm can team with prospective prime consultant A/Es for work in the expertise arena. QUESTION 4: There must be a way for large and small DBE firms to acknowledge who is available and capable. The pre registration must be keyed so we can find out how to contact the large firms and offer our services. ANSWER: The synopsis has been amended as follows: “Interested parties are encouraged to register to receive changes and register for the interested vendor list.” The option to “View List of Interested Vendors” has also been added. QUESTION 5: This appears to be a single selection. Is there any chance that it might be divided into a few smaller contracts that small businesses like PEC could handle as a prime? ANSWER: No. The Government need is for one award, as advertised. QUESTION 6: Who is currently under contract for these services? ANSWER: MWH America’s, Inc. (MWH), is the incumbent contractor. QUESTION 7: What other firms have had this contract? ANSWER: There has only been one contract to MWH. QUESTION 8: Is the IBWC pleased with the past consultants efforts? ANSWER: Yes. QUESTION 9: Is this a continuation of the existing contract or is it a solicitation for an additional provider? ANSWER: The ID/IQ is targeted for award 10-01-04 for a base year with four option years. It is a new contract providing follow-on A/E service from the current contract that expires 09-30-04. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (25-MAR-2004).
