Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITAITION FOR COMMERCIAL ITEMS ?AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. The associated North American Industrial Classification System (NAICS) Code for this procurement is 334516 with a business size standard of 500 employees. This acquisition is100% set-aside for small business. In accordance with the Non-Manufacturer Rule, to qualify under a small business set-aside, the distributor and the manufacturer must qualify as a Small Business under the NAICS code identified above. The National Institute of Standards and Technology (NIST), has a requirement for an Automated Mass Handler (AMH). LINE ITEM 0001: Quantity 1 each - Automated Mass Handler for stacking precision masses on piston gauge pressure standard with the following specifications: (1) The AMH must be operable in gage and absolute mode without breaking the vacuum; (2) The AMH must be compatible with NIST existing equipment DHI Model # 7601piston gage, piston gage base and embedded software; (3) The AMH must be operable with 100 psi air; (4) The AMH must be capable of achieving short term pressure stability of 2 part per million; (5) The AMH must be delivered within 12 weeks of receipt of order. LINE ITEM 0002: Quantity-- 1 set - Accurate Mass Set (AMS) 38 kg with the following specifications: (1) The AMS must be operable with item 0001 and with NIST existing equipment DHI Model # 7601 piston gage, piston gage base and embedded software; (2) The AMS must be accurate and traceable to NIST to 5 parts per million (or 1 mg whichever is greater); (3) The AMS must have a span of 38 kg with minimum increments of 100 grams; (4) The AMS must be delivered within 12 weeks of receipt of order. DELIVERY SHALL BE FOB DESTINATION. FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the offeror whose quote offers the best value to the Government technical, price and other factors considered. The Government will evaluate information based on the following evaluation criteria: Technical Capability, Meeting or Exceeding the Requirement, Past Performance and Price. Technical Capability and Past Performance, when combined, are equal in importance to price. Past Performance and price shall be evaluated only on quotations determined technically acceptable in accordance with Technical Capability criteria. Evaluation of Technical Capability shall be based on the information provided in the quotation. Offerors shall include the make and model of the product, manufacturer sales literature or other product literature, which clearly documents that the offered product meets or exceeds the specification stated above. Past Performance shall be evaluated to determine the overall quality of the product and service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/or the Offeror?s recent and relevant procurement history with NIST, its? affiliates or similar customers. Offerors shall provide a list of at least three (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include at a minimum: the name of the reference contact person and the company or organization; the telephone number of the contact person; the address and telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. Offerors with no relevant past performance shall not be evaluated favorably or unfavorably. The full text of FAR provisions or clauses may be accessed electronically at www.acqnet.gov/far.
