Description
This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price construction contract for the Addition/Alterations to the Naval Hospital, Building 2080, at Naval Air Station Jacksonville, Florida. The work includes the construction of a five-story addition with an eight-story elevator tower and partial interior demolition and partial renovation of the Naval Hospital. Relocation of Child Street, north of the hospital is part of the work. The addition will have two 8-story electric traction elevators. The addition is approximately 83,400SF and contains 6 operating rooms, 14 labor, delivery, recovery rooms, 1 c-section room, physical and occupational therapy rooms, administrative offices and pharmacy offices. Alterations to the existing hospital shall occur on all eight floors and the roof of the main facility. Alterations include removing an 8-story section of the exterior precast skin to tie to the new building elevator tower. The alterations shall require extensive selective demo and removal of interior construction, including mechanical, plumbing, and electrical systems. Relocation of Child Street includes the construction of a new retention pond, relocation of storm and sanitary lines and relocation of existing communication lines. The hospital will remain in operation during construction and the work is phased to allow hospital functions to be maintained with a minimum of interruptions. The estimated price range for this project is $20,000,000 to $24,000,000 with a total construction schedule of 1,095 calendar days from the date of contract award. This project will be a phased construction project with different liquidated damages for each phase. The NAICS for this procurement is 236220 with a size standard of $28,500,000. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. The solicitation will be available on or about 09 February 2005. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. A Pre-Proposal Conference and Site Visit will be held on or about 23 February 2005. Proposals will be due on or about 22 March 2005. The solicitation package will give exact dates.
