- Description
- Sources Sought. The U.S. Coast Guard Engineering Logistic Center is seeking qualified sources that can receipt, disassemble, inspect and overhaul Pratt & Whitney gas turbine components. The components include Manifolds, Combustion Chambers, Pressure and Dump Valves, Pumps, Valve and Actuator Assembly, Blades and Oil Tank and Fairing Assembly. The Components are used on the 378? high endurance cutters and 400? icebreakers. The Government anticipates awarding a requirements contract for one base year and four (4) one (1) year options. Estimated quantities for each year will be shown in the solicitation. F.O.B. origin to the U.S. Coast Guard Engineering Logistic Center, Receiving Room, Bldg. 88, 2401 Hawkins Point Rd., Baltimore, MD 21226-5000. This acquisition will be full and open competition for the overhaul using OEM Pratt & Whitney parts only. The work shall be performed in accordance with Coast Guard Standard Overhaul Specification and Pratt & Whitney specifications, standards and recommended procedures using OEM parts only. All parts to be furnished and used with the overhaul shall be (OEM) Pratt & Whitney parts only. It is believed that only Pratt & Whitney and/or its authorized repair facilities can (1) obtain the necessary specifications and genuine OEM parts to accomplish repairs; and (2) can furnish the required items and ensure the proper fit, form, and function of all its components. Therefore, it is the Coast Guard?s intent to handle this procurement as a sole source with Pratt & Whitney or its authorized facilities/distributors. Technical data and/or drawings pertaining to Pratt & Whitney parts are not available within the Government and are proprietary to Pratt & Whitney. Accordingly, it is believed that this non-availability of technical data precludes the U.S. Coast Guard Engineering Logistic Center from obtaining competition (for parts only) as they are available from only one source. Organizations having the expertise and required capabilities to provide brand name parts are invited to submit complete information discussing such capabilities. However, other potential sources can submit information concerning its capability to overhaul the components for the purpose of the Coast Guard to determined whether to conduct a competitive procurement. Organizations having the expertise and required capabilities to provide the parts and perform the overhauls are invited to submit complete information discussing such capabilities by submitting the following information: (1) Data that the offered parts have been satisfactorily manufactured for the Government or the Original Equipment Manufacturer, which includes complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics); and (2) Data that the required overhaul has been previously and successfully provided to the Government or the Original Equipment Manufacturer. This information shall be submitted within 15 days of this announcement. No cost or pricing information is required at this time. This is not a request for proposal and the Government does not intend to pay for the information solicited. Responses must be concise and be specifically directed to the requirements mentioned above.
