- The Spanish Delegation to NATO plans to release a Notification of Intent (NOI) to invite interested firms to bid on the Spanish Air Force plan for the acquisition, installation, test and integration of Ground/Maritime communication equipment for tactical data link (Link 11) in HF in five (5) Radio Communication sites and their UHF associated channels, placed in the Spanish mainland and the Canary Islands, its integration in three (3) Command and Control sites and associated civil works. The Infrastructure Committee (IC) of the North Atlantic Council has authorized this project. This program will be funded by the NATO Security Investment Program and will follow Standard (one step) Procedure. The cost estimate for this project is about 20 million euros (20% of which goes to civil works), without taxes. The scope of this project includes the following: 1. Electronic Equipment: Radio equipment (HF and UHF band), antennas, RF matrices, pre-post selectors, interfaces, G/G Communication, multiplex, DTS, DTS matrices, EMP filters, optical fibre and cryptographic equipment (integration only). The planned quantity of radio equipment is about 27 for HF (twelve 10 KW transmitters, twelve receivers and three 1 KW transreceivers) and 10 for UHF. 2. Associated civil works (IC approval pending): Buildings (new or refurbished), antennas support structures, power equipment, HVAC, transmission lines, etc. 3. Logistics: Spares, codification, training, documentation. 4. Other services: Relocation of some existing equipment, transportation and insurance for the new ones, warranty. The relevant technical specifications and contracting subjects shall be contained in the Invitation for Bid (IFB) to be issued later. TENTATIVE SCHEDULE The final date when interested firms must have indicated their interest in bidding (the deadline to be certified and nominated to the bidder list) is 9 February 2005. The IFB package planned distribution date is 15 June 2005. The intended closing date for bids is 15 September 2005. Bids validity is until 15 March 2006. Estimated awarding date is 1 December 2005. Estimated project duration is 30 months. The type and level of classification of information regarding the program and bidding process is NATO RESTRICTED. YOUR FIRM MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO RECEIVE BID MATERIALS FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Spanish Air Force. However, only firms that the U.S. Department of Commerce has deemed eligible and has nominated to the bidder list by the 9 February 2005 deadline will be allowed to bid.
