Description

This is a combined commercial item synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote. The solicitation number is QA1330-05-RQ-1173 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-27. This will be a firm-fixed price purchase order. The National Data Buoy Center (NDBC) Stennis Space Center, MS 39529 has a requirement for fabrication and installation of three signs. The first sign shall be a NOAA logo sign, 27 ft in diameter. The logo shall match the attached artwork. The second sign shall be 15 ft by 15 ft with the wording ?Southeast Fisheries Science Center?. The third sign shall be 15 ft by 15 ft with the wording ?National Data Buoy Center?. See attached for a non-scale rendering of the signs as they will appear on the building. The signs shall be installed on Building 3203, Stennis Space Center, MS. The height of the building is approximately 120 ft. All signs shall be made of aluminum or an aluminum product. A one year warranty or better is desired for the sign and installation. Vendor shall provide a set of drawings and a bill of materials and hardware to be used for this project. Vendor will also describe how the installation will be performed. Vendor?s offer shall be all inclusive to include, but not limited to materials, hardware, and installation. NDBC will host a site visit on February 03, 2005. Potential offerors shall pre-register as an interested vendor on this website in order to attend the site visit. Be sure to select the INTERESTED VENDOR REGISTRATION link. This RFQ is FOB Destination to Stennis Space Center, MS 39529. This is a Best Value procurement. Non-price criteria are significantly more important than price. The criteria for this evaluation are Past Performance, Quality of Materials, Delivery Date, and Price. The non-price factors are listed in order of importance. Excellent - Quote demonstrates excellent understanding of the requirement. High quality materials are utilized. The delivery date for the signs is on or before March 31, 2005. The vendor has excellent past performance on similar projects within the past three (3) years. Satisfactory - Quote demonstrates satisfactory understanding of the requirement. The quality of materials utilized is adequate. The delivery date for the signs is within 60 calendar days of receipt of the purchase order. The vendor has satisfactory past performance on similar projects within the past three (3) years. Unsatisfactory - Quote demonstrates little to no understanding of the requirement. The quality of materials utilized is unacceptable. The delivery date is greater than 60 calendar days following receipt of the purchase order. The vendor has unsatisfactory past performance on similar projects within the past three (3) years.
