Description
This is a combined synopsis/solicitation, to procure commercial items/services prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested, and a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI5040). This is not a Small Business Set-Aside. The North American Industry Classification Code number is 562111 and the Small Business size standard is 10.5 million. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis trash removal, recycling services and building maintenance upkeep using Simplified Acquisition Procedures with the JBG Company for a period of twelve months. The JBG Company is the landlord and holds the lease on the NIAID Twinbrook Facilities and we must comply with the regulations that are set forth by the landlord. The JBG Company has been servicing the Twinbrook Facilities for many decades. Since 2004, the NIH is mandated to go through JBG for all our needs including maintenance of the buildings. The Contractor shall provide weekly trash removal Monday through Friday 8:00 a.m. to 5:00 p.m., weekly recycling services Tuesdays and Thursdays 8:00 a.m. to 5:00 p.m., provide 6 totes for recycling and a separate dumpster will be provided for recycling of cardboard, also included is snow removal in the winter of the parking lot and sidewalks. Also included is the upkeep of grounds and landscaping for both facilities. The Contractor shall provide and install three (3) eight (8) yard containers for trash, there are to be two (2) by the loading dock areas and one in the rear of building by the NIAID Animal Facility. The Twinbrook I and Twinbrook II facilities are located at 5640 Fishers Lane and 12441 Parklawn Drive in Rockville, Maryland, 20852. The recycling materials shall include white paper, mixed paper, aluminum cans, and co-mingled plastics. The FOB Point shall be Destination. This will be a firm-fixed price contract, invoices shall be submitted monthly. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-3 Offerors Representations and Certification Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; and FAR 52.204-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included. (B) (1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
