Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of Dental Hygienist services (North American Industrial Classification System (NAICS) code (621399) (Size Standard: $6 million) at the Metropolitan Detention Center (MDC) located in Brooklyn, New York. The contractor shall be responsible for, but not limited to planning and directing the preventive dental health program. Establishing dental health programs to educate the various groups which include the general population, medical-surgical patients, and the medically compromised patients. Provides therapeutic and preventive procedures for ambulatory patients in all classifications of periodontal disease, regardless of their physical and mental condition. Prepares dental hygiene treatment plans and sequence of appointments needed to complete treatment. Performs advanced dental hygiene procedures such as root planning, curettage under local anesthesia, polishing and finishing amalgam restorations, and inserting temporary restorations in teeth, initial dental screening examination and charting of normal and abnormal oral hard and soft tissues. Applies topical fluoride and desensitizing agents where indicated. Practices infectious control as dictated by OSHA guidelines. Takes, develops, and mounts dental intraoral and panographic radiographs. Performs administrative duties related to the provision of dental treatment including scheduling patients, preparing necessary reports, and chart documentation as directed by BOP policy. Provides therapeutic and preventive procedures for patients by performing some expanded duty functions to include the placement of treatment restorations, post-operative treatment, and suture removal. Qualifications include, the prospective contractor being a graduate of an accredited Dental Hygienist school or program; licensed in New York state, and; have a minimum of one (1) current year experience as a Dental Hygienist. Quoters must specifically identify the individual that will be performing these services under any subsequent contract award. The quoter must provide proof that their candidate meets all qualifications. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The schedule shall not exceed thirty (30) hours per week and normally consists of thirty (30) one (1) hour sessions per week, Monday through Friday (except Federal holidays), between the hours of 7:30 a.m. and 4:00 p.m., with a thirty (30) minute unpaid lunch period, (if applicable). The exact hours will be mutually agreed upon by the contractor and the COTR after contract award. The solicitation will be available on/about February 25, 2005, and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about March 25, 2005. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. This solicitation is a total small business set-aside. All responsible small business concerns are encouraged to submit a quotation which may be considered. See Note 1.
