- The Department of State intends to issue a sole source purchase order to HACU (Hispanic Association of Colleges & Universities) in order to participate in HACU?s summer internship program. Participation is in accordance with Executive Order 13171, specifically Section 2(g), and the Office of Personnel Management's Nine-Point Plan, specifically point #4. This posting is not a request for proposals/quotes and serves as notice of the government?s intent to make award without full and open competition.
