Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, or a Request for Quotes. It is not an indication the Government will contract for the services contained in the RFI. The Government shall not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. In accordance with Federal Acquisition Regulation (FAR) 15.201(e) this notice serves as a request for information for advisory and assistance services (A&AS) to support the SAF/NWI-CIO staff in carrying out their functional responsibilities. SAF/NWI-CIO may have a requirement for expertise and work effort in the areas of strategic and organizational planning, change management at the enterprise and program level, requirements integration and tracking, project and program execution, process engineering facilitation, and process modeling. The purpose of this RFI is to receive feedback from industry in regard to the attached draft Performance-based Work Statement (PWS) and is in support of a market survey. 11 CONS/LGCN seeks potential sources to provide the necessary personnel, with current and in place Secret security clearances, under one contract within the National Capital Region for Assistant and Advisory Services. Potential sources should provide a capability package to include such items as: Company name & address, telephone number, point of contact, size status, NAICS code(s), small business disadvantaged business status (if any), and GSA contract/schedule number, if applicable, (including Special Item Numbers - SINS) and information (if any) that the below requirements are within scope on, and if on a Government wide Acquisition Contract (GWAC) exclusively set-aside for 8(a) vendors. Include a brief summary of qualifications including a description of your organization's location and ability to operate at Government owned facilities in the National Capitol Region by providing the necessary personnel, with current and in place Secret Security clearances to perform support services. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Interested respondents having questions with respect to the information requested in the RFI and/or the Performance Work Statement should direct them in writing to Grace.Fontana@bolling.af.mil Contracting Specialist, and to the Contracting Officer at Lynne.Hanson@bolling.af.mil. Request written responses of interest and/or comments no later than 1500 Eastern Standard Time, Thursday, 10 February 2005. Questions, interest, and/or comments received after the due date for this RFI will be considered, but may not be responded to. All communication regarding this RFI, including submissions, should be in writing and submitted in a commonly used format electronically to the contacts above. Telephone inquiries, questions, and/or comments shall not be accepted, nor provided a response. All communication will be posted through FedBizOpps for this Request for Information. Response to the Request for Information is not required, but is highly encouraged as your suggestions and comments will be especially valuable if the Government develops an acquisition strategy. Any resulting contract may likely produce an Indefinite Delivery/Indefinite Quantity (ID/IQ), with a firm-fixed price and labor hour contract schedule. The ordering period is anticipated to be five (5) years. A Request for Proposals (RFP) may be issued on or about August 2005, with an anticipated start date of 1 Jan 06. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
