Description
The 11th Contracting Squadron is conducting market research to determine if there are potential small businesses interested in performing Adjudication, Administrative and Management Support Services. The government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited. This request is issued for planning purposes and to determine the availability of the commercial sources. The Government is looking for capable small businesses to provide Adjudication, Administrative and Management Support for the Air Force Central Adjudication Facility (AFCAF) Personal Security Adjudication (PSA) (AFCAF/PSA), located at 229 Brookley Avenue, Bolling AFB, Washington DC 20032-7040. The AFCAF receives approximately 14,000 Personnel Security Investigations per month cases from the Defense Security Service (DSS), Office of Personnel Management (OPM) and other DoD agencies and processes an equal amount of incoming and outgoing Correspondence. The intent is to make one award to a single service provider who would be responsible for providing all technical requirements. A draft of the Performance-Based Work Statement (PWS) with details of the technical requirements will be posted one day after this RFI is posted. Reference the Solicitation Number: FA7012-05-R-XXXX above. Please be prepared with questions if necessary. The requirement covers areas such as: (1) All contractor personnel assigned to the AFCAF must possess a TS/SCI Security Clearance or be eligible for an interim SCI Clearance prior to employment; (2) Administrative duties which include the ability to receipt for, identify, sort and file all types of personnel security investigations (PSI); (3) Adjudicative personnel performing under this contract must have the necessary skills and ability to prepare accurate, concise, and understandable summaries of the potentially disqualifying issues contained in each case ; (4) Additionally, individuals will be required to update the Defense Clearance Investigation Index (DCII) and Joint Personnel Adjudication System (JPAS). After reviewing the draft PWS, all interested small businesses are asked to schedule time to present a capability briefing to include information about your company and to confirm the company?s understanding of the requirement. All interested small businesses should be prepared to discuss their capability to perform the services required in the PWS and how they will be able to handle the capacity as outlined in the PWS. All capability briefings will take place on 03 February 2005. The first capability briefing will be held at 09:00 AM EST on Thursday, 03 February 2005. If your business is capable of supporting the magnitude of the workload required, please request the Capability questionnaire be forwarded to you for review and presentation. The questions will only be forwarded upon request. The applicable North American Industries Classification System (NAICS) code for this project is 561611. Please note THIS IS NOT A SOLICIATION or for a REQUEST FOR PROPOSAL. All interested sources must respond to the solicitation announcement separately from the response to this SOURCES SOUGHT notice. Capability briefings will be limited to 30 minutes per contractor beginning at 09:00 AM EST 03 February 2005. The Government reserves the right to ask questions after each briefing.
