Description
The United States Property and Fiscal Officer for New York (USPFO-NY) is considering whether or not to set-aside an acquisition for competition among 8(a) or HUBZone Certified firms. The general scope of work calls for the contractor to provide all materials, labor, supervision and means required to construct 39,060 SF two story masonry and steel building. The building will include administrative offices, classrooms, locker rooms, kitchen facilities, storage areas, weapons arms vaults, elevator and rest room. Exterior supporting facilities include sidewalks, military vehicle parking areas, privately owned vehicle parking areas, fencing, security lighting, flag pole, detached facility sign and anti terrorism/force protection measures such as bollards . The performance period is 480 calendar days. The cost of construction is estimated at between 5 and 10 million dollars. Performance and payments bonds in the amount of 100% of the contract price will be required. At the present time, the solicitation is expected to be issued on an unrestricted basis, with price evaluation preference for HUBZone certified firms in compliance with the small business competitiveness demonstration program. In your response you MUST include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, projects titles, dollar amounts, points of contact and telephone numbers of owners, (c) past performance references with points of contact and telephone n umbers, at least three references are requested, but more are desirable, (d) Evidence of sufficient bonding capability. Responses are required by February 3, 2005. All of the above requested information must be submitted in sufficient detail for the cont racting officer to make a decision on a set aside. Failure to do so may result in an unrestricted acquisition. A decision as to whether the procurement will be set aside or solicited on an unrestricted basis will be posted in the FedBizOpps will at www.e ps.gov. THIS NOTICE DOES NOT CONSTITUTE A SOLICITIATION OR INVITATION FOR BIDS.
