Description
This Invitation for Bid (IFB) is for maintenance dredging work at Depoe Bay Boat Basin and an adjacent sediment catch basin located at the city of Depoe Bay, Lincoln County, Oregon. Within the boat basin proper, a hydraulic cutterhead pipeline dredg e shall be employed to remove an estimated maximum pay volume of 18,000 cubic yards of dense infill material including lesser amounts of trash and debris commonly found at public boat basin facilities. The boat basin shall be dredged to a required grade o f -9 feet MLLW with one foot of allowable (paid) over-depth. All boat basin material shall be placed within a Government furnished inter-tidal disposal site. The average dimensions of the boat basin are 750 feet long by 390 feet wide. The average pumping distance to the inter-tidal site is approximately 1,000 feet. The catch basin shall be dredged to a required depth of +3 feet MLLW with an allowable 1 foot (paid) over-depth (+2 feet). The catch basin contains an estimated maximum pay volume of 1,500 cu bic yards of loose infill material including lesser amounts of small wood debris such as bark and sticks. The catch basin material may be excavated by either hydraulic or mechanical means. Due to the catch basin's relatively small size (100ft x 90ft) exc avation by hydraulic means will require equipment supplemental to the primary plant such as a small hydraulic dredge, submersible pump, or like equipment. If hydraulic equipment is employed, the material must be transported to the inter-tidal site without intermediate stockpiling within the boat basin proper or adjacent areas. Catch basin material may also be excavated by mechanical means, such as, clamshell or hydraulic excavator and dump trucks with final placement of material at a confined upland site furnished by the Port of Depoe Bay. Dredging of the catch basin was last accomplished in February of 2000 by use of a lattice boom crane and clamshell bucket. Material was transported and placed within a sponsor furnished upland site by cycling conventio nal dump trucks with sealed beds. The one-way haul distance to the sponsor furnished site was approximately two miles. Payment for dredging and disposal of material from both the boat basin and catch basin areas will be based on a cubic yard unit price an d for only that material which is removed from within the designated dredging pay area limits. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with the U.S. Army Corps of Engineers, Portland District. For this project the person that will act as the SSHO is required to have a minimum of 3 years safety work on similar projects and a 30-Hour OSHA construction safety class, or equivalent, taken within the last 3 years. The SSHO may have other duties for this work that include being the Contractor on-site Project Manager and/or the on-site CQC Manager or other responsibl e individual.
