- Sintered Thermitic Powders Testing Service The Naval Surface Warfare Center, Indian Head, Md. (NSWCIH) intends to award a Sole Source purchase order to the South Dakota School of Mines and Technology. The procurement consists of a research project to density reacting powders at different temperatures and pressures in the range of 1000 degrees C and 15,000 psi. A ? diameter die is to be used. Initially, ignition temperature will be estimated for selected reacting systems using DSC in argon and air atmospheres. Once densified pellets are sintered, bulk density will be evaluated. The applicable North American Industrial classification System (NIACS) code is 541330. The FSC code is L099. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
