- R425 Mechanical Characterization of Thermitic Pellets The Naval Surface Warfare Center, Indian Head, Md. (NSWCIH) intends to award a Sole Source purchase order to University of Maryland. The procurement consist of a research effort to design and assemble an experimental setup that allows mechanical testing and characterization of microscopic discs and other samples manufactured in a sintering process using nano-energetic materials. This research requires an existing biaxial tensile tester such as that designed for MEMS material. The applicable North American Industrial classification System (NIACS) code is 541330. The FSC code is R425. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). See Note 22.
