Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire services that will support Naval Sea Systems Command (NAVSEA) systems used to define, plan and execute work on Navy ships. This contract will provide NAVSEA with technical database engineering and application tools support services to maintain the Oracle? Relational Database, Oracle? development software, Java 2 Platform, Enterprise Edition (J2EE) Open Source Web services support and development tools, applications developed or hosted in these environments and other development and hosting resources at the Automated Information Systems Center (AISC). This contract will provide the AISC with Oracle? and J2EE Open Source Web services support and development tools related programming, hosting configurations and operations support. The preponderance of this effort will be focused on the application side vice the database side. This support will consist of on-site technical support in the areas of updating Oracle? and J2EE releases, application maintenance, database system security, system performance, back-up capabilities, operations management and system trouble shooting with quick problem resolution. By centrally hosting these enterprise systems, AISC has and will continue to reduce overall costs, improve productivity, and improve customer satisfaction. The goal is to improve the U.S. NAVY Maintenance environment for new construction and Regional Maintenance Centers (RMC) through efficient and effective implementation of IT tools that support process improvement. In addition to the services cited above the contractor will be responsible for the configuration, tuning, monitoring, etc., and day to day management of SUPSHIP Navy Maintenance Database (NMD), Technical Support Maintenance (TSM), Management Operating System (MOS) and enterprise application interfaces within SUPSHIP, private Shipyards and other government installations. Total estimated man-hours are 88,270 for a base one-year period with four one-year option periods. A cost plus fixed fee, indefinite delivery, indefinite quantity type contract is anticipated. The applicable NAICS code is 541411. All responsible sources may submit a proposal, which will be considered by FISC Norfolk, Philadelphia Division. The solicitation will require the submission of cost/price technical proposals. The Navy?s evaluation of proposals will consider the offeror?s technical proposal more important than the offeror?s cost/price proposal. The solicitation will be issued electronically and will be posted at Navy Electronic Commerce OnLine and can be found at www.neco.gov. Numbered Note 26 applies.
