Description
The United States Environmental Protection Agency's (EPA) Office of Acquisition Management will issue a solicitation to provide technical support services to EPA Region 6 (which consist of the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas), for emergency response, removal, site assessment, training, data management and related technical and administrative services as defined in the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA or Superfund) as amended, the National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statutes The contractor will provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants, that pose an actual or potential threat to human health or welfare, or to the environment. It is the Government's intent to award two Performance Based, Fixed-Rate, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. One (1) contract will be for full and open competition and one (1) will be a partial small business set-aside. Each contract will have a 5 year base period, two (2) - twenty-four (24) month award terms and one (1) - twelve (12) month award term, for a possible total period of performance of 10 years. The estimated program ceiling for the two contracts is expected to be $90,000,000 for the 10 year period with an additional fifty percent capacity in reserve for catastrophic events. The total dollar value of all orders placed on all contracts awarded as a result of this solicitation will not exceed the total program value identified above. The full and open contract awardee will be required to provide seven (7) day/twenty-four (24) hour emergency response support. The partial small business set-aside contract awardee will be required to perform emergency response support without the seven (7) day/twenty-four (24) hour response requirement. Request for proposal (RFP) PR-HQ-04-11824 will be released approximately 15 days from the posting date of this synopsis. The full and open and partial small business set-aside contracts will be awarded from one RFP. A pre-proposal conference is anticipated to be held in Dallas, Texas within 20 days of RFP release. The purpose of the FedBizOpps announcement is to notify potential offerors of EPA's upcoming requirement. All information related to this procurement will be available at this link through the date of award. The estimated award date is on or about August 5, 2005.
