- NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT LABORATORY SERVICES TO BE HIRED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is XMT015 (RFQ-RT-05-00120). The Western Ecology Division (WED) of the National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking a recent M.S. graduate to provide services under a contractual agreement to assist with salmon studies in coastal Oregon watersheds. The student contractor must be at least 18 years of age, have completed a M.S. degree (within two years at the time of the initiation of the contract) in fisheries biology, aquatic ecology, watershed science, environmental science, or related fields. The preferred student will have had training and/or experience in fisheries biology, aquatic ecology, watershed science, environmental science, or related fields. The student also will have training and/or experience in statistics and regression analyses. The student will be given needed safety training at WED. The student contractor shall conduct statistical analyses of existing data from various sources (including but not limited to EMAP/REMAP data) to establish associations between salmon and other native fish and stream flow, water chemistry, temperature, and measures of physical habitat. The student shall develop empirical models or use existing models to estimate stream flow and stream temperature from stream and watershed attributes. The student shall be responsible for providing deliverables as assigned on a schedule determined by the mentor and the requirements of the project. The student shall perform duties according to the statement of work. The student shall be responsible for documenting models, data analyses and field research activities. Activities shall included data entry and management. Data produced by the student contractor under this order shall be the property of the Environmental Protection Agency. All necessary equipment, instructions and training will be provided by Dr. Jim Wigington (wigington.jim@epa.gov) who will also serve as the student mentor. This work is to begin approximately mid March 2005 and will last one year. An option exists for an additional year. It is anticipated that the student contractor will work about 40 hours per week with the majority of work being Monday through Friday of each week during normal operating hours. The initial contract will be for one year and represent an estimate of 2,000 hours of effort. Work will be performed principally in an office setting with a duty location of 200 SW 35th Street, Corvallis, OR 97333.
