Description
NASA/GSFC plans to issue a Request for Offer (RFO) for the following: Scientific support services to provide support to the Laboratory for X-ray Astrophysics effort to develop photo-electric X-ray polarimeters for future explorer class missions and other flight opportunities. This support will include the design, test, and operation of pixel readout systems for polarimeter detectors; the design and execution of trade-off studies which address sensitivity of polarimeter; the comparison of measured and predicted performance of various detector configurations to validate (or update) the model predictions used to estimate sensitivity; the investigation of novel micro pattern detector geometries through the identification of suitable materials and processes as well as assembly and testing; and general support of the continuing laboratory effort to build, operate, and validate a prototype photoelectric X-ray polarimeter. NASA/GSFC intends to purchase the above services directly from Forbin Scientific LLC, of Kensington, Maryland on a sole source basis under the authority of FAR 6.302-1 and 10 U.S.C 2304 (c) (1), ?Only one responsible source and no other suppliers or services will satisfy agency requirements.? Justification is based upon Forbin Scientific LLC?s unique experience and proprietary capabilities to provide the required services involving the Goddard Space Flight Center Laboratory for High Energy Astrophysics. Forbin Scientific?s support will increase the technical readiness in the development of photo-electric polarimeters. Award to any other source would result in a failure to meet Agency?s requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organization may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. EST on February 9, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Capabilities and qualification statements may be faxed or e-mailed. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note ?B?.
